5.16.010 - Title.¶
This chapter shall be known as the Rental Registration Rules of the City of Calabasas.

5.16.020 - Purpose.¶
The purpose of this chapter is to enable the city to develop a comprehensive inventory of rented residential dwelling units located in the city, in order to gain a better understanding of the number, location and ownership of such units. Dwelling unit shall include a mobilehome space.

5.16.030 - Registration.¶
A. Within thirty (30) days after the effective date of this chapter, the owners of four or more rented residential dwelling units shall register such units with the city, on a form to be established by the city.
B. Any time that the construction of a new residential unit, the acquisition of a residential unit or the conversion of a residential unit from owner-occupied to rental results in a rented residential dwelling unit which would have been subject to the registration requirements set forth in this chapter had such unit been a rented residential dwelling unit at the time of the imposition of the registration requirement set forth in subsection (A) of this section, which unit is not registered with the city, the owner of such unit shall register such unit with the city, on a form to be established by the city, within thirty (30) days after such event causes the owner to be subject to such registration requirement.
C. In the event that there is a transfer of ownership of any unit which has been registered pursuant to this chapter, the transferor shall cause the transferee to file a new registration form with the city, within thirty (30) days after such transfer occurs.
D. Following the initial registration of any unit pursuant to the provisions of this section, the owner of such unit shall register such unit with the city annually on July 1, on a form to be provided by the city.
E. No registration form, nor any other form required to be filed pursuant to the provisions of this chapter, shall indicate the identity of any tenant.

5.16.040 - Notice of rent increases.¶
Whenever the rental rate for a unit registered pursuant to the provisions of this chapter is increased by an amount which is five percent or greater than the amount charged to the same tenant of such unit at any time during the twelve (12) months prior to the effective date of such rental rate increase, the owner of such unit shall give notice of such increase to the city at least sixty (60) days prior to the effective date of such rental rate increase. A "rental rate increase" shall include any alteration to the landlord-tenant relationship that has the effect of increasing the housing cost to tenants, such as shifting responsibilities for utilities or charging for amenities previously provided within the base rent, such as parking. This notice requirement shall not apply to any increase in rental rate which occurs as a result of a negotiated increase contained within a term lease. An owner's failure to comply with the notice requirements set forth in this section shall not operate to affect the validity of any rent increase, provided that the tenant received lawful notice of such increase.

5.16.050 - Registration fee.¶
Each time a unit is registered pursuant to the provisions of this chapter, the owner of such unit shall pay a fee to cover the city's cost of administering this program, in an amount established by resolution of the city council.
