§ 10.16.010. Traffic-control device installation.

A. The city traffic engineer is authorized to place, or cause to be placed, traffic-control devices upon streets and highways within the city where such action is needed, as follows:

  1. To comply with any ordinance or resolution of the city council;

  2. To implement or enforce the provisions of this title, the Vehicle Code, or state law;

  3. To prevent or relieve traffic congestion;

  4. To regulate, guide or warn traffic;

  5. To prevent interference with the safe, orderly and expeditious movement of traffic;

  6. To eliminate or mitigate existing or potentially hazardous situations.

B. Such action shall be taken or authorized by the city traffic engineer; provided it:

  1. Conforms with the standards, limitations, rules and provisions of this title and the latest edition of the California Vehicle Code;

  2. Is not otherwise prohibited by any law applicable thereto;

  3. Is based on appropriate traffic engineering, investigation, studies or principles.

§ 10.16.020. Signs required prior to enforcement.

No provision of the Vehicle Code or this title for which signs are required shall be enforced against an alleged violator unless appropriate legible signs are in place giving notice of such provisions of the traffic laws.

§ 10.16.030. Curb painting limitations.

No person, unless authorized by the city, shall paint any street or curb surface; provided, however, that this section shall not apply to the painting of numbers on a curb surface by any person who has complied with the provisions of any resolution or ordinance of the city pertaining thereto.
