§ 13.08.010. Tense, gender, and number.

Words used in this title in the present tense include the future as well as the present; words used in the masculine gender include the feminine and neuter; the singular number includes the plural, and the plural the singular.

§ 13.08.020. Conflicts between titles.

If the provisions of this title conflict with or contravene the provisions of another title, the provisions of this title shall prevail as to all matters and questions arising out of the subject matter of this title.

§ 13.08.030. Conflicts between chapters.

If the provisions of this chapter conflict with or contravene the provisions of another chapter of this title, the provisions of this chapter shall prevail as to all matters and questions arising out of the subject matter of this chapter.

§ 13.08.040. Conflicts between sections.

It is unlawful for any person to violate any provision of this title. Penalties for violations are addressed in Title 1 of this code.
