§ 10.44.010. Definitions.¶
For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
"Bicycle."
Any device upon which a person may ride which is propelled by human power through a system of belts, chains or gears, having two (2) or three (3) wheels, one (1) of which is at least twenty (20) inches in diameter, in tandem or tricycle arrangement or a frame size of at least fourteen (14) inches.
"Bicycle license receipt."
That ownership card issued by the Police Department of the city.
"Bicycle plate."
The license tag or decal designated by the code, to be permanently affixed to the bicycle and which bears a unique number permanently assigned to that bicycle by the state.

§ 10.44.020. Yielding the right-of-way.¶
A. The driver of a motor vehicle, prior to driving over or upon any sidewalk, shall yield the right-of-way to any bicycle rider thereon.
B. Whenever any person is riding a bicycle on a public sidewalk, such person shall yield the right-of-way to any pedestrian and, when overtaking or passing a pedestrian, shall give an audible alarm.

§ 10.44.030. License required.¶
No person shall ride or propel any bicycle upon any public street, sidewalk, alley, bicycle lane or path, or any other public property, or have in his or her possession within the city any bicycle which has not been licensed or which does not bear a bicycle plate as specified in Cal. Veh. Code, Division 16.7. Residents of the city shall obtain such license and plate from the Police Department of the city in accordance with the provisions of this chapter.

§ 10.44.040. License receipt and bicycle plate issuance.¶
At the time that any person submits adequate proof of ownership thereof, the Police Department shall provide him or her with a license receipt bearing the owner's name, address, telephone number, bicycle plate number, the bicycle manufacturer, type and frame number and any other descriptive material concerning the bicycle deemed necessary by the Police Department for identification purposes, and provisions for the transfer of ownership of such bicycle. The bicycle owner also shall be issued a permanent bicycle plate bearing the unique number permanently assigned to that bicycle by the state. The bicycle license shall remain in effect for an initial period expiring December 31, 1978, and may thereafter be renewed for successive periods of three (3) years each.

§ 10.44.050. Sale or transfer of bicycle.¶
Whenever any person sells, trades, disposes of or transfers any bicycle licensed pursuant to this chapter, he or she shall endorse upon the license receipt previously issued for such bicycle a written transfer of such, setting forth the name, address and telephone number of the transferee, the date of transfer and the signature of the transferor, and shall deliver such license receipt, so endorsed, to the Police Department at the time of transfer. The transferee shall, within ten (10) days after such transfer, apply to the Police Department for a transfer of the license receipt.

§ 10.44.060. Address change.¶
Whenever any bicycle licensee changes his or her place of residence, he or she shall notify the Police Department of such change of address within ten (10) days.

§ 10.44.070. Lost or stolen license receipt.¶
In the event that any license receipt issued pursuant to this chapter is lost or stolen, the licensee of such bicycle shall immediately notify the Police Department and within ten (10) days after such notification shall apply to the Police Department for a duplicate license receipt.

§ 10.44.080. Tampering with bicycle plate prohibited.¶
No person shall remove, destroy, mutilate or in any way alter or tamper with any bicycle plate issued pursuant to this chapter.

§ 10.44.090. Impounding of bicycles in violation.¶
The Police Department may impound and retain possession of any bicycle owned or possessed by a resident of the city and not licensed in compliance with this chapter, and may retain possession of such bicycle until the licensing provisions of this chapter are complied with in full.

§ 10.44.100. Name of owner and registration number to be furnished police officers upon…¶
It shall be unlawful to fail to furnish and display to the police officers, or other parties properly entitled thereto, the name of the owner of the bicycle and the registration number thereof at all reasonable times.

§ 10.44.110. Purpose of registration.¶
It is the intent and purpose of this chapter that bicycles shall be licensed for the purpose of their reasonable regulation and to more conveniently ascertain the ownership of the bicycles for the benefit of the owners as well as the public generally.
