Chapter 3.00 — FINANCIAL SERVICES DIRECTOR

§ 3.00.010. Department, director established.¶
There is hereby established within the city a Department or Division of Financial Services and the offices of Financial Services Director or Administrative Services Director. The Director, as designated, shall be the general manager of the Financial Services Department or Division and shall be responsible for the duties hereinafter imposed. § 3.00.020. Powers and duties of director.¶
The Director shall have all duties otherwise imposed upon the City Clerk by the provisions of Cal. Gov't Code Article I, Chapter 4, Part 2, Division 3, Title 4. In addition, the Director shall advise the City Treasurer in connection with investments of funds to be made by the city and shall be responsible for all accounting functions of the city other than those imposed by law upon officers and which cannot be transferred. The Director shall perform such other financing functions as may be hereafter imposed upon the City Clerk pursuant to the later amendments to law, but which are capable of being transferred to a Financial Services Director. The Director shall have such other powers and duties not inconsistent with the foregoing as may be assigned to him or her from time to time by the Council by adoption of job specifications by motion or resolution. The department shall have the functions hereinabove established as the powers and duties of the Director. (1961 Code, § 10A.2; Ord. 419)
§ 3.00.030. Director may be city treasurer.¶
The Council may appoint, but need not do so, the same person who holds the office of City Treasurer to serve as Financial Services Director, in which event, such individual shall receive, in addition to the compensation provided by ordinance for the City Treasurer, such amounts as may be provided by ordinance or resolution for the position of Director. The compensation for the two (2) offices may be provided in a lump sum amount, including steps of pay, which shall be deemed to include the amount provided for the office of City Treasurer. § 3.00.040. Deputies and other personnel.¶
The Director may have such deputies and other personnel as may from time to time be authorized by the Council. In the absence of the Director, any employee designated as Assistant Director by job description or by motion or resolution of the Council, shall, in the absence of the Director, have the powers and duties and perform the functions hereinabove vested in the Director.
