Chapter 2.20 — CULTURAL ARTS COMMISSION

§ 2.20.010. Creation; composition.

  • A. There is hereby created a Cultural Arts Commission to serve in an advisory capacity to the Council.

  • B. The Cultural Arts Commission shall consist of five (5) members. (1961 Code, §§ 26.1 and 26.2; Ord. 679)

§ 2.20.020. Purpose.

The purposes of the Commission shall be:

  • A. To coordinate all of the cultural arts activities of the city;

  • B. To provide for the establishment and maintenance of cultural programs;

  • C. To insure the efficient operation of all cultural arts facilities within the city;

  • D. To promote cultural arts activities within the community;

  • E. Fund raising.

§ 2.20.030. Organization and terms of office.

  • A. The terms and provisions for the appointment, removal from office and filling of vacancies of Cultural Arts Commissioners shall be as set forth in Chapter 2.16 of this code.

  • B. The Commission annually shall elect a chairperson and vice chairperson from among its appointed members and such other officers as may be considered necessary to serve for a one (1) year term.

  • C. The Commission shall hold regular meetings at least once a month and other meetings at such additional times as are deemed necessary.

  • D. Compensation; travel expenses.

    1. Each member of the Cultural Arts Commission may be paid a fixed sum for each commission meeting such commissioner attends. The sum to be paid to each such commissioner for each such meeting attended by such commissioner shall be established by resolution of the City Council.

    2. The City Council may, from time to time, provide such sums as the City Council deems reasonable, in its sole discretion, for travel expenses, meals, lodging and related expenses, meals, lodging and related expenses necessarily incurred by Cultural Arts Commissioners incidental to the performance of their official duties, including attendance at seminars, conferences or training courses, approved by the City Council. Said expenses may be advanced to Commissioners or otherwise paid to them in accordance with policies established by the City Council.

§ 2.20.040 ADMINISTRATION AND PERSONNEL

§ 2.20.040. Duties.

The duties of the Commission shall be:

  • A. To identify the cultural needs and interest of the community and shall be responsible for analyzing methods of fulfilling these needs and interests and to present alternative recommendations for action;

  • B. To promote cultural acts activities within the community and recommend the establishment of policies for the development and implementation of the cultural arts;

  • C. To recommend methods to broaden the opportunities for citizen participation in the cultural arts;

  • D. To act as a sounding board for individuals and organizations who have an interest in the cultural arts and to implement professional evaluation and screening of potential activities to be conducted at the civic/cultural center;

  • E. To advise in the preparation of the annual budget;

  • F. Fund raising.
