Sec. 6.10.010. - County provisions adopted.¶
(a) This chapter shall be known and may be referred to in all proceedings as the Animal Control Ordinance.
(b) Except as provided in this chapter, Title 10 (Animals) of the Los Angeles County Code, as amended through Ordinance No. 2013-0033, being the animal control ordinance of the County of Los Angeles, is adopted by reference, with the exception of Chapter 10.90, relating to fees, as the animal control ordinance of the City and may be cited as such. Said ordinance shall regulate the care, custody, licensing, impounding, maintaining, sale and exhibition of animals.
(c) Notwithstanding the provisions of this chapter, the specific provisions of any contract between the City and the Pasadena Humane Society shall supersede the provisions of Los Angeles County Ordinance No. 2013-0033.
(d) Zoning regulations regarding farm animals shall continue to be governed by the provisions of Section 9.124.020.
(e) Animal control fees shall be adopted by resolution of the City Council.
(f) A copy of said County ordinance has been and is now on file in the Office of the City Clerk and may be examined by the public.

Sec. 6.10.020. - Definitions.¶
Whenever any of the following names or terms are used in the County animal control ordinance, each such name or term shall be deemed construed to have the meaning ascribed to it in this section, as follows:
Board of Supervisors means the City Council of the City of Bradbury.
County, County of Los Angeles or unincorporated territory means the City of Bradbury.
County Clerk means the City Clerk of the City of Bradbury.
Department or Society means the Pasadena Humane Society.
Director means the Poundmaster of the Pasadena Humane Society.

Sec. 6.10.030. - Enforcement.¶
(a) Police powers. The Poundmaster, if a person, or the Deputy Poundmaster, shall be vested with the powers and duties of a police officer of the City, and shall have the power and it shall be their duty to make arrests for violations of any of the provisions of this chapter. The Poundmaster shall enforce all of the laws and regulations of the City and State relating to the care, treatment, impounding and quarantining of dumb animals and to the prevention of cruelty to dumb animals.
(b) Humane officers; authority, citation and arrest. Any employee of the Poundmaster who is a qualified humane officer under the laws of the State may issue notices to appear in court as prescribed by State law for any violations of State and local animal control laws occurring within the City, including, but not limited to, violations of this chapter 10; provided such employees shall not be authorized to take any person into custody, even though the person to whom the notice is delivered does not give a written promise to appear in court. This section shall in no way limit the power of police officers of the City to issue citations and make arrests.
(c) Poundmaster—License and tax powers. The Poundmaster, if a person, or the Deputy Poundmaster, shall be vested with the powers and duties of a Deputy City Treasurer, and shall have the power, as directed by the City Assessor, Tax and License Collector, to collect the license fees and to issue the certificates and tags prescribed herein. All sums so collected shall be paid over to the City Treasurer in accordance with any contract with the Pasadena Humane Society.
(d) Same—Power as health officer. The Poundmaster, if a person, or the Deputy Poundmaster, shall be vested with the powers and duties of a deputy health officer of the City and shall have the power and it shall be the Poundmaster's duty to enforce all laws and regulations of the City and the State relating to the capture, isolation, quarantine or destruction of animals.

Sec. 6.10.040. - Fees.¶
Title 10 of the Los Angeles County Code, as adopted by the City Council, is amended throughout to delete, "fees set forth in Section 10.90.010," and in each occurrence, shall be replaced with "fees established by resolution of the City Council."

Sec. 6.10.050. - Violations; penalty.¶
Every person who violates any of the provisions of the County animal control ordinance is guilty of a misdemeanor, and each such person shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of any of the provisions of the County animal control ordinance is committed, continued or permitted, and upon conviction shall be punishable by a fine of not more than $1,000.00 or imprisonment in the County jail for a period not to exceed six months, or by both such fine and imprisonment.

Sec. 6.10.060. - Keeping of bees.¶
The County animal control ordinance, adopted by reference in Section 6.10.010, is hereby amended to include the following restrictions on the keeping of bees within the City limits:
(1) Bees may only be kept and maintained on occupied parcels of at least two acres in size.
(2) A maximum of four hives, not exceeding exterior dimensions of 20 inches by 16 inches by ten inches, may be maintained on any parcel. Each such hive shall consist of not more than two broad chambers and not more than three "super" boxes.
(3) Hives shall be located at least 75 feet from any pool, patio or dwelling unit.
(4) Bees shall be kept and maintained only for the use of the resident of the parcel. Commercial beekeeping is prohibited.
(5) Each such hive, maintained in the City, shall be inspected by the owner thereof not less than once a week.
(6) All hives maintained in the City shall be registered with the State.

Sec. 6.10.070. - Inoculation of horses.¶
(a) All horses kept, or boarded, for any length of time in the City shall be inoculated against West Nile Virus, and the certificate for such inoculations shall be maintained on the property where the horse is located and shall be immediately produced upon request by any official of the City enforcing the provisions of the County animal control ordinance.
(b) Any horse for which the certificate cannot be provided shall be removed from the City immediately.
(c) The penal provisions of Section 6.10.050 shall apply to the enforcement of this section.
