Sec. 4.05.200. - Establishment of development permit.

A development permit shall be obtained for all proposed construction or other development in the community, including the placement of manufactured homes, so that it may be determined whether such construction or other development is within floodprone areas.

Sec. 4.05.210. - Designation of the floodplain administrator.

The City Manager is hereby appointed to administer, implement, and enforce this chapter by granting or denying development permits in accordance with its provisions. The City Manager may assign the review of floodplain issues to the City Engineer or Building Official in writing, but shall retain final authority to determine compliance with the provisions of this chapter.

Sec. 4.05.220. - Duties and responsibilities of the floodplain administrator.

The duties and responsibilities of the Floodplain Administrator shall include, but not be limited to, the following:

(1) Permit review. Review all development permit applications to determine that:

a. Permit requirements of this chapter have been satisfied;

b. All other required State and Federal permits have been obtained; and

c. The site is reasonably safe from flooding.

(2) Review and use of any other base flood data. Obtain, review, and reasonably utilize any base flood data available from any Federal, State, regional or local agency or other source.
