§ 10.04.010. Application of Regulations.

A. The provisions of this chapter prohibiting stopping, standing or parking of a vehicle shall apply at all times or at those times herein specified, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a Sheriff's Officer or official traffic control device.

B. The provisions of this chapter imposing a time limit on standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions of the State Vehicle Code or other laws of this City, prohibiting or limiting the standing or parking of vehicles in specified places or at specified times.

§ 10.04.020. Trailer Parking.

A. No person shall park or leave standing at any time upon any public street or highway within the City, any trailer (including, but not limited to, travel trailers, fifth wheel trailers, boat trailers, cargo trailers, and utility trailers), regardless of whether the trailer is connected in a manner approved by the Vehicle Code to a towing vehicle or parked in front of the trailer owner's residence or business, for a consecutive 72-hour period. The 72-hour time period shall continue to run against any parked trailer unless and until the trailer is moved at least 300 feet away from the location the trailer was parked at the time the 72-hour period commenced for a period of 72 hours.. Regardless of the amount of time the trailer is parked, no person shall park or leave standing at any time upon any public street or highway within the City, any trailer (including, but not limited to, travel trailers, fifth wheel trailers, boat trailers, cargo trailers, and utility trailers) in such a manner that obstructs or prevents the free use of sidewalks or streets.

B. The City Manager reserves the right to prohibit the parking of trailers for any period of time on any street deemed too narrow to safely accommodate trailers or within 25 feet of any intersection. If such a designation is made, the City Manager shall cause signs to be erected providing notice of the prohibited trailer parking.

C. Any member of the Humboldt County Sheriff's Office or any person authorized by the City may remove any trailer in violation of this section from the street in the manner and subject to the requirements of the California Vehicle Code and cite the registered owner thereof.

§ 10.04.030. Use of Streets for Storage of Vehicles Prohibited.

A. No person who owns or has possession, custody or control of any vehicle required to be licensed by the Department of Motor Vehicles shall park such vehicle upon any street or alley for more than a consecutive period of 72 hours.

B. In the event a vehicle is parked or left standing upon a street in excess of a consecutive period of 72 hours, any member of the Humboldt County Sheriff's Office or any person authorized by the City may remove said vehicle from the street in the manner and subject to the requirements of the California Vehicle Code.

C. In the event a vehicle is stored upon a street in excess of a consecutive period of 72 hours, any member of the Humboldt County Sheriff's Office or any person authorized by the City may remove said vehicle from the street in the manner and subject to the requirements of the California Vehicle Code.

§ 10.04.040. Parking for Certain Purposes Prohibited.

No person shall park a vehicle upon any roadway for the principal purpose of:

  1. Displaying such vehicle for sale.

  2. Washing, greasing, or repairing such vehicle except repairs necessitated by an emergency.

§ 10.04.050. Parking Prohibited on Narrow Streets.

A. The City Manager is hereby authorized to place signs or markings indicating no parking upon any street when the width of the roadway does not exceed 20 feet, or upon one side of a street as indicated by such signs or markings when the width of the roadway does not exceed 30 feet.

B. When official signs or marking prohibiting parking are erected upon narrow streets as authorized herein, no person shall park a vehicle upon any such street in violation of any such sign or marking.

§ 10.04.060. Stopping or Parking Prohibited—Signs Required.

The City Manager may appropriately sign or mark the following places and when so signed or marked no person shall stop, stand or park a vehicle in any of said places.

  1. At any place within 25 feet of an intersection in a commercial zone except that a bus may stop at a designated bus stop.

  2. Within 25 feet of the approach to any traffic signal, boulevard stop sign, or official electric flashing device.

  3. At any place where the City Manager determines that it is necessary in order to eliminate unusual traffic hazard.

§ 10.04.070. Emergency Parking Signs.

A. Whenever the City Manager shall determine that emergency traffic congestion is likely to result from the holding of public or private assemblages, gatherings or functions, or for other reasons, the City Manager shall have power and authority to order temporary signs to be erected or posted indicating that the operation, parking or standing of vehicles is prohibited on such streets and alleys as the City Manager shall direct during the time such temporary signs are in place. Such signs shall remain in place only during the existence of such emergency and the City Manager shall cause such signs to be removed promptly thereafter.

B. When signs authorized by the provisions of this section are in place giving notice thereof, no person shall operate, park or stand any vehicle contrary to the directions and provisions of such signs.

§ 10.04.080. Painted Parking Marks.

It shall be unlawful for any person to park a vehicle so that any portion of said vehicle extends beyond lines or markings on the street or curb to designate the parking space.

§ 10.04.090. Angle Parking.

A. The City Council is empowered to permit by ordinance, angle parking on any roadway in compliance with the California Vehicle Code.

B. Angle parking of motor vehicles is permitted on those streets or portions of streets within the City of Blue Lake described in this subsection:

  1. On the South side of South Railroad Avenue from a point 242 feet west of Broderick Lane West to the western limit of Perigot Park adjacent to South Railroad Avenue.

  2. On the North side of Chartin Road from a point 255 feet West of Broderick Lane West to the western limit of Perigot Park adjacent to Chartin Road.

  3. On the northwest side of Hatchery Road between the Arcata and Mad River Railroad tracks and South Railroad Avenue.

C. The City Manager is authorized and directed to erect appropriate angle parking signs for the areas designated in subsection B of this section.

§ 10.04.100. Parking Time Limited on Certain Enumerated Streets (four hour parking).

When authorized signs are in place giving notice thereof, no person shall stop, stand or park any vehicle on any of the streets enumerated by resolution of the City Council for a period of time longer than four hours at any time between the hours of 9:00 a.m. and 6:00 p.m. of any day except Sundays and holidays.

§ 10.04.110. Parking Time Limited on Certain Enumerated Streets (two hour parking).

When authorized signs are in place giving notice thereof, no person shall stop, stand or park any vehicle on any of the streets enumerated by resolution of the City Council for a period of time longer than two hours at any time between the hours of 9:00 a.m. and 6:00 p.m. of any day except Sundays and holidays.

When authorized signs are in place giving notice thereof no person shall stop, stand or park any vehicle on any of the streets enumerated by resolution of the City Council for a period of time longer than one hour at any time between the hours of 7:00 a.m. and 6:00 p.m. of any day except Sundays and holidays.

§ 10.04.130. Parking Time Limited in Off-Street Parking Lots (eight hour parking).

When authorized signs are in place giving notice thereof, no person shall stop, stand or park any vehicle in any off-street lots enumerated by resolution of the City Council for a period of time longer than eight hours at any time between the hours of 9:00 a.m. and 6:00 p.m. of any day except Sundays and holidays.

§ 10.04.140. Parking Time Limited in Off-Street Parking Lots (four hour parking).

When authorized signs are in place giving notice thereof, no person shall stop, stand or park any vehicle in any off-street lots enumerated by resolution of the City Council for a period of time longer than four hours at any time between the hours of 9:00 a.m. and 6:00 p.m. of any day except Sundays and holidays.

§ 10.04.150. Parking Time Limited in Off-Street Parking Lots (two hour parking).

§ 10.04.160. Enforcement of Private Property Parking.

No person shall park a vehicle on private property contrary to posted signs, curb markings or painted areas.

§ 10.04.170. Parking Prohibited at Certain Times on Certain Streets.

When signs are erected giving notice thereof no person shall park a vehicle at any time upon any street enumerated by resolution of the City Council between the hours of 3:00 a.m. and 6:00 a.m. of any day.

§ 10.04.190. Parking Time Limited in Commercial Zones.

When authorized signs are in place giving notice thereof no person shall stop, stand or park any vehicle within a commercial zone between the hours of 7:00 a.m. and 6:00 p.m. of any day except Sundays and holidays for a period of time longer than two hours.

§ 10.04.200. Authority to Establish Loading Zones.

A. The City Manager is hereby authorized to determine and to mark loading zones and passenger loading zones as follows:

  1. At any place in any commercial zone;

  2. Elsewhere in front of the entrance to any place of business or in front of any hall or place used for the purpose of public assembly.

B. In no event shall more than one-half of the total curb length in any block be reserved for loading zone purposes.

C. Passenger loading zones shall be indicated by a white line stenciled with black letters, "PASSENGER LOADING ONLY", upon the top of all curbs in said zones.

§ 10.04.210. Curb Markings to Indicate No Stopping and Parking Regulations.

A. The City Manager is hereby authorized, subject to the provisions and limitations of this chapter to place, and when required herein shall place, the following curb markings to indicate parking or standing regulations, and said curb markings shall have the meaning as herein set forth.

  1. Red shall mean no stopping, standing, or parking at any time except as permitted by the California Vehicle Code, and except that a bus may stop in a red zone marked or signed as a bus zone.

  2. Yellow shall mean no stopping, standing or parking at any time between 7:00 a.m., and 6:00 p.m. of any day except Sunday and holidays for any purpose other than the loading or unloading of passengers or materials, provided that the loading or unloading of passengers shall not consume more than three minutes nor the loading or unloading of materials more than 20 minutes.

  3. White shall mean no stopping, standing or parking for any purpose other than loading or unloading of passengers or for the purpose of depositing mail in an adjacent mail box, which shall not exceed three minutes, and such restrictions shall apply between 7:00 a.m. and 6:00 p.m. of any day except Sundays and holidays and except as follows:

When such zone is in front of a mail box, the restrictions shall apply at all times; when such zone is in front of a hotel, the restrictions shall apply at all times; when such zone is in front of a theater the restrictions shall apply at all times except when such theater is closed.

  1. Green shall mean no standing or parking for longer than 20 minutes at any time between 7:00 a.m. and 6:00 p.m. of any day except Sundays and holidays.

  2. Blue shall mean parking limited exclusively to the vehicles of physically handicapped persons who display a distinguishing license plate or a placard issued pursuant to Section 22511.5 of the California Vehicle Code or disabled veterans, as specified in Section 9105 of the California Vehicle Code. Such parking spaces shall be established by resolution of the City Council of the City of Blue Lake.

B. When the City Manager as authorized under this chapter has caused curb markings to be placed, no person shall stop, stand or park a vehicle adjacent to any such legible curb marking in violation of any of the provisions of this section.

§ 10.04.220. Effect of Permission to Load or Unload.

A. Permission herein granted to stop or stand a vehicle for purposes of loading or unloading of materials shall apply only to commercial vehicles and shall not extend beyond the time necessary therefor, and in no event for more than 20 minutes.

B. The loading or unloading of materials shall apply only to commercial deliveries, also the delivery or pickup of express and parcel post packages and United States mail.

C. Permission herein granted to stop or park for purposes of loading or unloading passengers shall include the loading or unloading of personal baggage but shall not extend beyond the time necessary therefor and in no event for more than three minutes.

D. Within the total time limits above specified the provisions of this section shall be enforced so as to accommodate necessary and reasonable loading or unloading but without permitting abuse of the privileges hereby granted.

§ 10.04.230. Standing for Loading or Unloading Only.

No person shall stop, stand or park a vehicle in any yellow loading zone for any purpose other than loading or unloading of passengers for such time as is specified in Section 10.04.210.

§ 10.04.240. Standing in Any Alley.

No person shall stop, stand or park a vehicle for any purpose other than the loading or unloading of persons or materials in any alley. Nor shall any person place any other physical obstruction in any alley.

§ 10.04.250. Bus Zones to be Established.

A. The City Manager is hereby authorized to establish bus zones opposite curb space for the loading and unloading of buses of common carriers of passengers and to determine the location thereof subject to the directives and limitations set forth herein.

B. The word "bus" as used in this section shall mean any motor bus or motor coach used as a common carrier of passengers.

C. No bus zone shall exceed 80 feet in length, except that when satisfactory evidence has been presented to the City Manager showing the necessity therefor, the City Manager may extend bus zones not to exceed a total length of 125 feet.

D. Bus zones shall normally be established on the far side of an intersection.

E. No person shall stop, stand or park any vehicle except a bus in a bus zone.

§ 10.04.260. Two or Three-Wheeled Parking Regulations.

Whenever any resolution of this City designates special parking regulations for two-or three-wheeled vehicles, the City Manager shall place and maintain signs giving notice hereof, and no such regulations shall be in effect until those signs are in place.

§ 10.04.270. Interference With Sheriff's Officers and Other Officers.

No person shall interfere with or obstruct in any way any Sheriff's Officer or other officer or employee of the City of his or her enforcement of the provisions of the Blue Lake Municipal Code or California Vehicle Code. The removal, obliteration, or concealment of any chalk mark or other distinguishing mark used by any Sheriff's Officer or other employee or officer of the City in connection with the enforcement of the parking regulations of this Code shall, if done for the purpose of evading the provisions of this Code, constitute such interference or obstruction.

§ 10.04.280. Permit Parking.

Parking permits may be issued for any streets or any off-street parking lots enumerated by resolution of the City Council, which will grant the holder of said permits an exemption from all parking time limitations set forth in this chapter.
