§ 9.05.010. Required prior to building permit issuance.¶
No building permit under Chapter 11.05 BMC, or any modification thereof, shall be issued for the construction of a new residence building or mobile home or business building or mobile home unless the plans therefor include the installation of curbs, gutters, sidewalks and necessary storm drainage appurtenances on all streets and rights-of-way abutting the lot on which the building or any new outbuilding erected at the same time is constructed.

§ 9.05.020. Engineering elevations.¶
The city of Biggs will furnish the engineering elevations for the curbs, gutters, sidewalks and necessary storm drainage appurtenances to the landowner or his duly authorized contractor or agent, and the curbs, gutters, sidewalks, and drainage facilities shall be installed to the design and specifications of the city engineer.

§ 9.05.030. Charge for services.¶
The city of Biggs will make no additional charge for the engineering services in regard to the design and grade of the curbs, gutters, sidewalks and drainage appurtenances.

§ 9.05.040. Included in overall construction project.¶
The construction of the curbs, gutters, sidewalks and drainage facilities shall be hereby deemed to be an integral part of the overall construction for which the building permit is issued, and the building shall not be passed upon for occupancy by the building inspector until curbs, gutters, sidewalks and necessary storm drainage appurtenances are properly and completely installed.
