8.20.010 - Child defined.¶
"Child," as referred to in this chapter, means and includes any minor person.

8.20.020 - Permit required.¶
It is unlawful to operate or permit to be operated any children's camp, boarding school or organization camp, recreation camp or other place where more than three children are housed, cared for, provided board or sleeping facilities or both, and mental, manual or physical training or recreation by a person or persons, other than by their parent, or parents, or guardian, without an unrevoked permit, issued in accordance with the provisions of this chapter.

8.20.030 - Certificate of examination for communicable disease requirement.¶
The health officer may, in case of an epidemic, order that every child, before being admitted to such place, must present a certificate signed by a physician in good professional standing, stating that a personal examination of the child within the twenty-four hours immediately preceding, revealed that the child had no communicable disease which would cause the child's association with other children to be in any way detrimental to their health.

8.20.040 - Sleeping rooms.¶
No person shall keep any child in any room or dormitory in any such school or camp which provides less than six hundred thirty cubic feet of air space, or five hundred cubic feet of air space for each child, whichever is greater. Beds shall be kept at least three feet apart. Such rooms or dormitories shall be well lighted and well ventilated to the outside air.

8.20.050 - Isolation rooms.¶
Every such institution wherein ten or more children are housed must have a separate room or rooms equipped with separate toilet and bath for isolation purposes.

8.20.060 - Toilets.¶
There shall be provided adequate, properly constructed, plumbed, lighted and ventilated toilets, as defined herein, lavatory and bathing facilities conveniently located. All toilet rooms, lavatories, baths and showers shall be maintained in a sanitary manner, free from any accumulation of dirt, filth or corrosion.

8.20.070 - Compliance required for establishment and maintenance.¶
It is unlawful for any person to establish or maintain any private boarding school which does not comply in all respects with the requirements of this chapter, and all other applicable statutes, ordinances, rules and regulations.

8.20.080 - Health employee required when.¶
When such an institution or establishment accommodates ten or more children, there shall be in residence, either a registered nurse, or licensed physician, or a person at least twenty-one years of age having a demonstrated proficiency in first aid work. If there is no licensed physician in residence, arrangements must be made to have at least one physician, located as near as possible, on call.

8.20.090 - Kitchens and dining rooms.¶
Kitchens and dining rooms in such institutions and establishments shall meet the requirements of Sections 8.12.010, 8.12.030, 8.12.040, 8.12.090, 8.12.100, 8.12.110, 8.12.130 and 8.12.140, and for the purposes of such provisions shall be a public eating place.

8.20.100 - Sewage and wastewater disposal.¶
All sewage and wastewater must be disposed of in a manner satisfactory to the health officer, and in compliance with any and all applicable laws and ordinances.

8.20.110 - Provisions applicability to boarding schools.¶
Application of Sections 8.20.040 through 8.20.100 shall apply to boarding schools.

8.20.120 - Adoption of certain provisions.¶
The provisions of the California Administrative Code, Title 17, Chapter 5, Subchapter 6, relating to organized camps are hereby adopted as a part of this chapter, and shall apply to all organized camps as defined in Section 18897 of the California Health and Safety Code.

8.20.130 - Violation—Penalty.¶
Any person, firm, association or corporation violating any of the provisions of this chapter shall be guilty of a misdemeanor and upon conviction thereof shall be punished by a fine of not exceeding three hundred dollars or by imprisonment in the city jail not exceeding three months, or by both such fine or imprisonment. Each separate day or any portion thereof during which any violation occurs or continues shall constitute a separate offense and upon conviction thereof shall be punishable as herein provided.
