15.50.010 - Container—Required.

A. All owners, contractors, workmen, and subcontractors of all trades and disciplines performing works of improvement under permit or requiring a permit to be issued by the city of Big Bear Lake are required to keep upon the property or job site a container of adequate size and construction to hold all wrappers, papers, insulation, roofing material, conduit, metal, straps, wires, bags, bottles, cans, cups, containers and styrofoam, food containers and debris of all kinds.

B. The container shall be designed in such a fashion as to be able to hold and contain such items in any wind condition.

15.50.020 - Container—Daily use.

A. At all times, such substances shall be deposited within the container during wind conditions, and not later than the termination of work daily.

B. All wood scraps and other construction debris visible to the street or any neighboring residence shall be gathered into a single location at the end of the workday.

15.50.030 - Cleanup prerequisite to final green tag.

Cleanup of all debris, construction waste, litter and unused material, and its removal from the exterior of any construction site shall be required prior to issuance of final green tag.

15.50.040 - Responsibility—Penalty for noncompliance.

A. A licensed contractor or owner/builder shall be responsible for compliance with this chapter by all persons working pursuant to that license, including subcontractors.

B. Noncompliance with the provisions of this chapter by either a contractor or owner/builder may be grounds for denial of inspection at any stage of construction.

15.50.050 - Enforcement authority.

The chief building official shall be responsible for the enforcement of this chapter.

15.50.060 - Violation—Penalty.

A. A violation of this chapter shall constitute a public nuisance and is declared an infraction. Each day of violation shall constitute a separate offense. The infraction shall be punishable by a fine of not less than fifty dollars per each separate occurrence.

B. A violation of this chapter may be grounds within the discretion of the chief building official, to revoke the permits issued for the work, and if any contractor has been convicted of a violation of this chapter three or more times, it may be grounds to deny a permit to be issued in his name.
