12.48.010 - Prohibitions.¶
A. Snow removed from private driveways and parking lots may not be dumped, deposited or placed or pushed into a city street or other public right-of-way except to the extent that such activity shall not increase the depth of snow on the street or right-of-way by over three inches at any point within the right-of-way.
B. Snow removed from private property may not be piled so as to block or cover a fire hydrant, standpipe or other water delivery service for fire protection.

12.48.020 - Exception.¶
The prohibition of this chapter shall not apply to the first twenty-four inches from property line into the right-of-way.

12.48.030 - Violation—Penalty.¶
A. A violation of this chapter shall constitute an infraction which shall be subject to a fine not to exceed one hundred dollars upon a first offense and not to exceed two hundred dollars for a second or subsequent offense.
B. The other provisions of this chapter notwithstanding, a violation of this chapter shall be subject to civil enforcement for injunctive relief and recovery of additional costs of snow removal incurred by the city of Big Bear Lake in the removal of snow deposited in violation of this chapter.
