§ 12.28.010. Parade permit required.¶
No person shall sponsor, or take part in, directly or indirectly, any parade or other demonstration in any public park, street or other public place without first obtaining a parade permit therefor in the manner hereinafter specified.

§ 12.28.020. Permit—Application—Issuance or denial.¶
A. Upon written application, the chief administrative officer shall issue a parade permit authorizing, either, or both, a parade or public demonstration, providing that he or she finds that the issuance and exercise of such a permit will not constitute or create a traffic hazard.
B. If the chief administrative officer finds, upon an investigation based upon a written application, that there is a reasonable likelihood that the use would constitute or create a traffic hazard, he or she shall refuse to issue such permit.
C. He or she may, upon issuance of such permit, condition the same in such a manner so as to ensure that the purposes of this chapter are met.
D. Written applications for such permits shall be on the forms prescribed by the chief administrative officer, which shall contain the information deemed necessary by him or her in order to permit a determination as to whether such permit shall issue or not issue.

§ 12.28.030. Appeal.¶
Any decision of the chief administrative officer in connection with the issuance, denial or the imposition of conditions upon such a permit shall be appealable to the city council in the time and manner as in the case of a park reservation as set forth in Chapter 12.32.

§ 12.28.040. Fees.¶
The city council may by resolution adopt a fee schedule relating to park reservations and parade permits as may be necessary to defray the costs of administration of this chapter.

§ 12.28.050. Exemptions.¶
The provisions of this chapter shall not be applied so as to deny any parade or demonstration which involves the expression of a constitutionally protected civil right.
