Sec. 12.16.010. - Scope of chapter.

The provisions of this chapter apply to the making of applications for and the granting and control of permits for the placing, erection, maintaining, and removal of banners extending over, upon or along any street or any portion thereof.

Sec. 12.16.020. - Application.

An applicant for a banner permit shall complete and file with the chief building inspector an application which shall contain the following:

(1) The location, dimensions, and purpose of banner.

(2) A facsimile of the proposed banner, including any legend or written matter.

(3) The proposed date and the time of day when said banner will be installed.

(4) The proposed date and time of day when said banner will be removed.

(5) Such other information as the chief building inspector may require.

Sec. 12.16.030. - Purpose of permit.

Permits issued under this chapter shall be granted only to civic organizations or public bodies for the purpose of bringing to the attention of the public events which are of a general public interest. No permit shall be issued to further political, religious or private purposes.

Sec. 12.16.040. - Duration.

No permit shall be granted for a period of more than 40 days.

Sec. 12.16.050. - Insurance.

An applicant shall submit proof of public liability and property damage to the chief building inspector in an amount of not less than $100,000.00 for any one person killed or injured, and $250,000.00 total liability for any one accident, and an amount of not less than $50,000.00 for property damage.

Sec. 12.16.060. - Installation.

The installation of any banner shall be under the supervision of an inspector appointed by the chief building inspector.

Sec. 12.16.070. - Removal.

A permittee, upon the removal of any banner for which a permit under this chapter has been issued, shall remove from the street all material and debris resulting from the installation, maintenance or removal of any banner within 24 hours after the removal of a banner.
