8.28.180 - Provision, exchange, cleaning, maintenance, repair and replacement of containers.¶
Except with respect to self-haulers, each authorized collector must provide, exchange, clean, maintain, repair and replace containers (including containers lost, destroyed or stolen) for the storage and disposal of solid waste and source separated recyclable materials for residential and commercial customers of the authorized collector pursuant to the terms of this chapter, the SB 1383 Regulations and the collection agreement. Except as otherwise provided by this chapter or a collection agreement, no person other than an authorized collector shall place a container on any public right-of-way or at any premises within the city or collect any solid waste from any premises. An authorized collector shall provide on-call collection of large items and other items to its customers in accordance with the applicable collection agreement.

8.28.190 - Placement of containers for collection.¶
All containers except commercial bins shall be placed at the collection point not earlier than noon of the day before the collection day and shall be removed not later than 10:00 P.M. of the collection day.

8.28.200 - Disputes as to location.¶
In all cases of disputes or complaints arising from or concerning the place where containers shall be placed while awaiting the removal of their contents, the public works director shall forthwith designate the place and such designation shall be final.

8.28.210 - Containers to be kept clean and sanitary.¶
The owner or person responsible for the day to day activities or operations for each residential and commercial premises in the city must use due care to avoid damage to containers by unnecessary rough treatment or otherwise.

8.28.220 - Containers to be covered.¶
Containers shall be kept covered at all times, except when solid waste or source separated recyclable materials are being deposited therein or removed therefrom, and shall at all times be protected against the access of flies to the contents thereof.

8.28.230 - Use of containers—Required.¶
All solid waste and source separated recyclable materials shall be placed in the appropriate container as required by this chapter.

8.28.240 - Interference with use of containers.¶
It is a violation of this chapter for any person other than the owner of a container, the person in rightful possession, any officer or employee of the city, or any employee of the authorized collector to interfere in any manner with containers.

8.28.250 - Containers—Locking.¶
A. Commercial edible food generators shall use locking containers provided by the authorized collector to prevent access by unauthorized persons, animals, wind, rain, insects and rodents. In lieu of using locking containers, commercial edible food generators may secure the containers to prevent unauthorized access.
B. The owner or person responsible for the day to day activities or operations for each commercial premises in the downtown area of the city shall keep all containers secured to prevent access by unauthorized persons, animals, wind, rain, insects and rodents. If the containers are accessible at any time to unauthorized persons, locked containers shall be used, in accordance with the collection agreement, to prevent access by unauthorized persons.
