Grading plans shall be prepared and certified by a registered engineer and design professional who has demonstrated competency in the preparation of engineering plans by the City engineer. Each application for a grading permit shall be accompanied by copies of the certified grading plan, including all applicable

specifications and special provisions. The number of copies shall be set by directive issued by the City engineer. Supporting data consisting of a soil engineering report and geology report shall be required at the discretion of the City engineer and/or the Building Official. The grading plans, specifications and other supporting data shall be submitted to the City engineer for review.

The following language is added to Appendix J of the Building Code to read as follows:

It is unlawful for storm water on a lot to be diverted onto an adjected lot unless it is specifically designed to do so and provisions have been made for it to do so because of topographical conditions which do not allow for any other path of drainage. Stormwater drainage across lot lines is prohibited and all stormwater must be diverted onto the public right-of-way or into a private catchment system, or into the public storm drainage system. Drainage easements must be recorded where stormwater is to be diverted across lot lines.

Chapter 15.32 - BUILDING RELOCATIONS

15.32.010 - Permit required.

No person, firm, corporation or other entity shall move or relocate any structure over the public streets or alleys of the city unless, in addition to the building permit required by Section 15.12.010, a relocation permit has been issued pursuant to this chapter.

In addition, when the structure is to be moved over the City streets or over property lines, the applicant must obtain a Haul Permit from the City's Public Works Department prior to the relocation.
