Chapter 16.12 — DESIGN REQUIREMENTS

16.12.010 - Conformance

A.

All subdivisions shall conform to all of the applicable requirements of this title, except as provided in this chapter.

B.

Exceptions from the requirements of this title relating to the design or improvement of subdivisions shall be granted only when it is determined that there are special circumstances applicable to the property, such as size, shape or topographical conditions, and that the granting of the modification will not be detrimental to the public health, safety or welfare or be injurious to other property in the vicinity.

C.

Applications for exceptions shall be made, in writing, stating fully the reasons and justification for the requested exception, and shall be filed with the tentative map.

D.

All subdivisions shall conform to any general plan or element thereof and specific plans and to the requirements of the zoning ordinance and other ordinances.

16.12.020 - Major Streets.

A street intended to serve property zoned for major industrial or commercial uses or to serve major through traffic shall have a minimum right-of-way width of 100 feet.

16.12.030 - Secondary streets.

A street intended to serve property zoned for multiple residential, secondary industrial or commercial uses, or to serve secondary through traffic shall have a minimum right-of-way width of 80 feet.

16.12.040 - Local streets.

A street serving local traffic or single-family lots shall have a minimum right-of-way width of 60 feet.

16.12.050 - Short minor streets.

A street serving only local traffic of residential lots where, due to unusual conditions, as determined by the Planning Commission, it is impractical to provide for a wider right-of-way width of 60 feet.

16.12.060 - Cul-de-sac.

A street open at one end only, with special provisions for turning around at the closed end, where further extension is precluded by the subdivision design, shall have a minimum right-of-way width of 60 feet. The minimum depth measurement on residential lots at the end of cul-de-sacs shall be 100 feet. Cul-de-sacs shall not be longer than 600 feet.

16.12.070 - Alley.

A.

A means of secondary access to property which is located at the rear or side of property shall have a minimum right-of-way width of 20 feet. If alleys have a sharp turn in them, additional right-of-way on the inside of the turn shall be required to provide for turning of large service trucks. The exact size of the extra right-of-way will be determined by the Planning Commission after consideration of the recommendations of the City Engineer and the City Fire Department.

B.

Alleys at the rear of industrial or unlimited multiple residential property shall have special consideration as to design, location and possible increased width, for development of the use involved.

16.12.080 - Service road.

Where the General Plan or an adopted specific plan indicated, a service road shall be provided with a separation strip between it and the major street. Direct access to the major street shall be limited only to the service street, and access control rights to the major street shall be shown on the subdivision final map or parcel map.

16.12.090 - Curves.

Curves on major streets shall have a minimum centerline radius of 500 feet. Other curves will be considered individually by the Planning commission.

16.12.100 - Intersections.

A.

Streets shall meet as near to right angles as possible. Any intersection over ten degrees different from right angles may be cause for the Planning Commission disapproval of the tentative map.

B.

Street intersections must be over 200 feet apart; but in special design cases offsets of less than five feet may be used if approved by the City Engineer.

C.

A minimum curb return radius of 25 feet shall be provided at intersecting streets of 60-foot right-of-way width or less. A minimum bulb return radius of 35 feet shall be provided where either of the intersecting streets has a right-of-way larger than 60 feet.

D.

Each curb return radius shall have a concentric property line curve or a property line angle between the intersections of the curb return radial lines with the right-of-way lines.

16.12.110 - Consideration to future divisions.

All street designs shall give consideration to the future division of adjoining undivided property.

16.12.120 - Service to abutting land.

All streets shall be designed to serve the use of abutting land designated in the General Plan.

16.12.140 - Private streets.

Private streets may be permitted with the recommendation of the Planning commission and approval of the City Council where the City Council finds that:

A.

There is adequate provision for their construction and continued maintenance; and

B.

The welfare of the occupants of the development will be adequately served; and

C.

The public welfare will not be impaired.

16.12.150 - Grades.

Street grades of less than 0.36 percent may be approved by the City Engineer only when conclusive evidence is provided showing that grade is impractical.

16.12.160 - Minimum area.

Lots shall have a minimum area as determined by the zoning.

16.12.170 - Not to be divided.

Lots shall not be divided by a street, city limit line, school district boundary line, or other taxing agency boundary line.

16.12.180 - Double frontage prohibited.

No lot shall have double frontage. This may be avoided by dedication of access rights if approved by the Planning Commission.

16.12.190 - Minimum frontage and depth.

The minimum frontage of a lot on a cul-de-sac shall be 60 feet measured at the 20 foot setback line. The minimum depth shall be 90 feet, except on the end where it shall be 100 feet.

16.12.200 - Corner lots.

Corner lots shall be larger than interior lots and shall be a minimum of 70 feet wide.

16.12.210 - Depth.

The depth of lots shall not exceed two and one-half times the average width.

The width of lots shall not exceed two times the average depth.

16.12.230 - Side lines.

The side lines of lots shall be approximately at right angles to the street lines on straight streets and approximately radial to curved streets or cul-de-sac bulbs.

16.12.240 - Usable building site.

Each lot shall contain a usable building site.

16.12.250 - Re-subdivision of large lots.

When large lots are proposed, the shape, building locations and building lines may be required to be so established as to make it practical to re-subdivide the lot into building sites which would conform to the requirements of this title without injury to adjoining lots.

16.12.260 - Overhead public service lines.

Overhead public service lines shall be located at the rear of lots or side lines of lots as necessary, in easements provided for that purpose.

16.12.270 - Width of easements.

Width of easements mentioned in Section 16.12.260 shall be as follows:

A.

Eight feet on interior rear and side lot lines;

B.

Ten feet on rear and side lot lines that are also the perimeter of the subdivision and adjoining unsubdivided lands;

C.

Six feet on lot lines contiguous to alleys;

D.

On flag lots the side lot easement may be reduced to five feet.

16.12.280 - Design of lot lines.

Lot lines shall be so designed that easements will be located in practical locations and will be suitable for the proposed use.

16.12.290 - Underground installations.

Electric power, telephone or other communication, street lighting and cable television lines placed underground as required in Section 16.32.080 shall be installed in accordance with standards prescribed by the California Public Utilities Commission in streets or alleys, or in easements provided for that purposes with widths and locations that are adequate for the serving agencies. Such standards shall apply to any agency owning or operating the line whether or not it is subject to the jurisdiction of the Public Utilities Commission. If no standard is so prescribed, installation shall be made in accordance with practices usual in the particular field, subject to approval of the City Engineer.

Pedestrian ways at least ten feet wide may be required in long blocks or in locations where such would provide needed safety for pedestrians.
