10.08.010 - Removal of vehicle authorized when.

Any vehicle parked or left standing in violation of any parking prohibition in the city may be removed by any salaried police officer of the Arvin police department; provided, that signs are posted giving notice of removal as provided in this section.

10.08.020 - Using street for vehicle storage prohibited—Removal.

No person who owns or has possession, custody or control of any vehicle shall park such vehicle upon any streets or highway or alley for more than a consecutive period of seventy-two (72) hours. In the event a vehicle is parked or left standing upon a street, alley or highway in excess of a consecutive period of seventy-two (72) hours, any salaried police office of the Arvin police department may remove such vehicle from the street in the manner and subject to the requirements of the California Vehicle Code.

10.08.030 - Penalties.

Any violation of any regulation governing the standing or parking of a vehicle under the California Vehicle Code, under federal statute or regulation, or under this code is subject to a civil penalty. The enforcement of those civil penalties shall be governed by the civil administrative procedures as set forth in Section 40200 et seq. of the California Vehicle Code. The schedule of parking penalties for parking violations, late payment penalties, administrative fees, and other related charges for parking violations shall be established by resolution duly adopted by the council.

10.08.040 - Parking regulations, signs, and markings.

Subject to the provisions and limitations of this chapter, the chief of police shall place the following curb markings and signs when directed to do so by resolution of the city council. The curb markings and signs shall have the meanings set forth in this section.

A.

The following curb markings shall indicate parking or standing regulations, and such curb markings shall have the following meanings:

Red shall mean no stopping, standing or parking at any time, except as permitted by the California Vehicle Code, and except that a bus may stop in a red zone marked or signed as a bus zone.

For curbs in all areas of the city other than immediately adjacent to city parks, yellow shall mean no stopping, standing or parking at any time between the hours of nine a.m. (9:00) and six p.m. (6:00) every day of the week except Sundays for any purpose other than the loading or unloading of passengers or materials; provided, that the loading or unloading of passengers shall not take more than three (3) minutes and the loading or unloading of materials shall not take more than twenty (20) minutes. For curbs immediately adjacent to city parks, yellow shall mean no stopping, standing or parking at any time between the hours of nine a.m. (9:00) and ten p.m. (10:00) every day of the week for any purpose other than the loading or unloading of passengers or materials; provided, that the loading or unloading of passengers shall not take more than three (3) minutes and the loading or unloading of materials shall not take more than ten (10) minutes.

Green shall mean no standing or parking for longer than twenty-four (24) minutes at any time between eight a.m. (8:00) and six p.m. (6:00) of any day, except Sundays and holidays.

White stenciled with the words "TAXICAB STAND" shall mean no stopping, standing or parking at any time by any vehicle other than a taxicab, as provided for in Section 10.04.070 of this Code.

B.

The following signs shall indicate parking, loading zone or standing regulations, and such signs shall have the following meanings:

Signs with the words "LOADING ZONE" shall mean no stopping, standing or parking at any time between the hours of nine a.m. (9:00) and six p.m. (6:00) every day of the week except Sundays for any purpose other than the loading or unloading of passengers or materials; provided, that the loading or unloading of

passengers shall not take more than three (3) minutes and the loading or unloading of materials shall not take more than twenty (20) minutes.

2.

Signs with the words "PASSENGER LOADING ZONE" shall mean no stopping, standing or parking at any time for any purpose other than loading or unloading of passengers, which shall not exceed three (3) minutes.

Signs with the words "FOR TAXICABS ONLY," "TAXI ZONE" or "TAXICAB STAND" shall mean no stopping, standing or parking at any time by any vehicle other than a taxicab, as provided for in Section 10.04.070 of this Code.

10.08.050 - Parking regulations signs and markings—Violation.

When the chief of police has caused curb markings or signs to be placed as authorized under Section 10.08.040 of the Arvin Municipal Code, no person shall stop, stand or park a vehicle adjacent to any such legible curb markings or signs in violation of any of the provisions of Section 10.08.040.
