REGULATION OF MOTOR POWERED LEAF AND DEBRIS BLOWERS
§ 5-12.01. Definition.¶
For purposes of this chapter, the term "leaf blower" shall mean any mechanically powered device, regardless of the source of power, which is not stationary, and used for the purpose of blowing leaves, dirt or other debris off sidewalks, driveways, lawns or other paved or unpaved surfaces.

§ 5-12.02. Prohibition on Blowing Leaves, Dust or Debris onto Neighboring Property or…¶
(a) No person shall operate a leaf blower in a manner which will permit leaves, dirt or other debris to be blown onto property not owned by the person using or authorizing the use of the leaf blower.
(b) No person shall operate a leaf blower in a manner which will permit leaves, dirt or other debris to be blown onto public streets, sidewalks or alleyways unless such debris is immediately picked up and removed off such public property.

§ 5-12.03. Time Restrictions on Use of Leaf Blowers.¶
No person shall operate a leaf blower between the hours of 8:00 p.m. of one day and 8:00 a.m. of the succeeding day.
