10.32.010 - Licenses required.¶
It is unlawful for any citizen of the city to operate or use a bicycle propelled wholly or in part by muscular power upon any of the streets, alleys or public highways of the city without first obtaining from the police department a license so to do pursuant to Vehicle Code Section 39001 et seq.

10.32.020 - Transferring ownership.¶
Except as provided in Section 10.32.030 of this chapter, every person who sells or transfers ownership of any used bicycle shall report such sale or transfer to the police department within ten (10) days thereafter giving the name and address of the purchaser or transferee. Such purchaser or transferee shall apply to the police department for a transfer of the registration of such bicycle within ten (10) days after such sale or transfer. No fee shall be charged for such transfer of registration.

10.32.030 - Transferring ownership—By dealers.¶
All persons engaged in the business of buying or selling new or secondhand bicycles shall report to the police department every secondhand bicycle purchased and every new or secondhand bicycle sold or transferred. Such report shall contain the name and address of the person from whom purchased or to whom sold or transferred, a description of such bicycle, the frame number thereof, and the number of the license plate thereon, if any.
The reports required by the provisions of this section shall be made to the police department within seventy-two (72) hours after such purchase, sale or transfer.

10.32.040 - Lost or stolen bicycles.¶
In case any bicycle is lost or stolen, the owner or person in control thereof shall immediately notify the police department.

10.32.050 - Renting out bicycles.¶
All persons who rent, hire out or loan bicycles for a charge shall first obtain a license plate or tag to be used on each bicycle by paying a fee as determined by council resolution.

10.32.060 - Removing or mutilating license plates.¶
It is unlawful for any person to wilfully or maliciously remove, destroy, mutilate or alter any bicycle tab or plate or the numbers thereon.

10.32.070 - License fees.¶
The license fee for the registration of each bicycle shall be as determined by council resolution. The same fee shall be paid for replacement of a lost or mutilated plate or tab. All such fees shall be paid into the general fund and shall be so designated as "bicycle fees" to cover the cost of license plates or tabs and the expense of administration.

10.32.080 - Penalties for violations.¶
Each person violating any of the provisions of this chapter shall, upon conviction thereof, be punished by a fine of not more than ten dollars ($10.00). The court may, in lieu of or in addition to such fine and imprisonment, prohibit the operation upon the streets, alleys, and public places of the city, for a period of not to exceed thirty (30) days, of the bicycle used in such violations, in which event the bicycle so used shall be impounded with the police and retained there for the prohibited period.

10.32.090 - Bicycle riding prohibited on downtown sidewalks along Branch Street.¶
It is unlawful and an infraction for any person to ride a bicycle on the sidewalks along Branch Street in any portion of the downtown village area extending from Wesley Street on the west to the foot of Crown Hill on the east.
