Sec. 2120 Departments established.¶
The following departments are hereby established:
A) Finance Department.
B) Community Development Department.
C) Police Department.
D) Engineering Department.
E) Environmental Service Department.

Sec. 2121 Department heads.¶
The various department heads are to be appointed by and are directly responsible to the City Manager.
