3221. - SPEED LIMITS INCREASED.

The City Council may determine by resolution, from time to time, that on the basis of an engineering and traffic survey, a speed greater than that permitted by State law would facilitate the orderly movement of vehicular traffic and would be reasonable and safe upon certain streets.
