§ 10-1.01 CREATED.

There is hereby created a Park and Recreation Commission.

§ 10-1.02 MEMBERSHIP.

The Park and Recreation Commission shall consist of seven voting members who shall be residents of the city holding no other public office.

§ 10-1.03 APPOINTMENT.

All members of the Park and Recreation Commission shall be appointed by the Mayor with the approval of the Council.

§ 10-1.04 TERMS OF OFFICE.

The terms of office for all members of the Park and Recreation Commission shall be four years. Members shall serve until their successors are appointed and qualify. Members shall be limited to two full terms; however, present members may complete their current terms irrespective of their length of service. If a member is appointed to complete an unexpired term, such person shall be eligible for appointment to two full terms.

§ 10-1.05 VACANCIES.

Vacancies on the Park and Recreation Commission shall be filled in the same manner as appointments and only for the unexpired portion of the term.

§ 10-1.06 REMOVAL FROM OFFICE.

Any member of the Park and Recreation Commission may be removed from office by a majority vote of the Council.

§ 10-1.07 OFFICERS.

As soon as practicable after its appointment the Park and Recreation Commission shall meet and organize by selecting one of its number to serve as Chairman and one to serve as Secretary. Such officers shall hold office for a period of one year or until their successors are elected. In the absence of either officer, the Commission shall select an acting Chairman or Secretary.

§ 10-1.08 MEETINGS.

The Parks and Recreation Commission shall meet on a day certain in each month, the time and date to be fixed by motion at its first meeting, but which time and date may be changed after 20 days' notice in writing to the membership. Regular meetings may be continued by adjournment to a day certain. Special meetings may be called by the Chairman or two members of the Commission upon 24 hours' notice to the membership.

§ 10-1.09 QUORUM.

A majority of the Parks and Recreation Commission members shall constitute a quorum. A majority vote of the members present and voting shall be required for the transaction of business, except that a lesser number may adjourn to a day certain.

§ 10-1.10 ADOPTION OF RULES.

The Parks and Recreation Commission shall adopt such rules as are consistent with, and designed to carry out the purposes of, the provisions of this chapter.

§ 10-1.11 RECORDS.

The Parks and Recreation Commission shall cause such records of its proceedings, actions, and operations to be kept as will accurately reflect its performance and permit adequate reporting.

§ 10-1.12 DUTIES.

The Parks and Recreation Commission shall have the following duties:

(A) To serve in an advisory capacity to the Council in matters pertaining to park and recreation policy and to the City Manager, the Parks and Recreation Director, and the Public Works Superintendent in matters pertaining to the administration of park and recreation functions;

(B) To survey all public and private recreation facilities and recommend a coordinated recreation program for the city;

(C) To survey the current and future recreation needs of the community and recommend such acquisi-tions, improvements, joint uses, programming, and financing as will provide a sound, year-round recreational program for all ages;

(D) To foster close cooperation between the city and the school district and with other agencies performing recreational activities or hiring recreational facilities to the end that duplications may be eliminated, costs may be reduced to a minimum, and the most efficient use may be made of all available facilities;

(E) To advise the Parks and Recreation Director in the preparation and submission of annual budgets and current and long-range recreational programs and capital improvements;

(F) To render an annual report to the Council as soon as practicable after June 30 of each year covering the activities of the Parks and Recreation Commission for the preceding fiscal year and its recommendations for the future; and

(G) To render such interim reports as, in the judgment of the Parks and Recreation Commission, will be useful to the Council in formulating or carrying out recreational policies or activities, or as requested by the Council.
