§ 4-1.201 SCOPE OF PROVISIONS.¶
Every person desiring a bicycle license shall demonstrate to the Chief of Police that the bicycle for which the applicant desires to secure a license meets the requirements set forth in this article as to safe mechanical condition.

§ 4-1.202 CARRIERS.¶
Every bicycle equipped with a carrier shall have such carrier securely attached to the bicycle, and such carrier shall be of a type approved by the Chief of Police.

§ 4-1.203 FENDERS.¶
Every bicycle shall be equipped with front and rear fenders. The provisions of this section shall not apply to bicycles described and manufactured as “multi-geared racing bicycles” which are sold by the manufacturer without fenders or proper provisions to attach fenders. This exception shall not permit the modification of other bicycles which include fenders as standard equipment.

§ 4-1.204 HANDLEBAR GRIPS.¶
Every bicycle which is equipped with handlebar grips shall have such grips securely glued or cemented to the handlebars.

§ 4-1.205 STANDS.¶
Stands on bicycles shall be of a type approved by the Chief of Police as being equal or similar to those provided on standard manufactured bicycles.

§ 4-1.206 WARNING DEVICES.¶
Every bicycle shall be equipped with a horn or bell in good working order, capable of emitting sound audible for a distance of not less than 100 feet under normal conditions.

§ 4-1.207 SIRENS AND WHISTLES PROHIBITED.¶
It shall be unlawful to equip a bicycle with a siren or whistle.
