12.32.010 - Obstructing city engineer.

No person shall prevent or obstruct or attempt to prevent or obstruct the city engineer in making any inspection authorized by this title, or in taking any sample, or in making any test.

12.32.020 - Depositing materials on public way.

It is unlawful for any person to deposit, drain, wash, allow to run or divert into or upon any public road, highway, street or alley, drainage ditch, storm drain or flood-control channel owned or controlled by any public agency within the city, any water, mud, sand, oil or petroleum.

12.32.030 - Leaving material on sidewalk.

No person shall leave or cause to be left any property or material upon any public sidewalk for a longer period of time than ten minutes.

12.32.040 - Unlawful gate construction.

A. It is unlawful to construct or maintain any gate in any fence in such a manner that such gate may be opened outward over any portion of any public street, road or sidewalk.

B. It is further unlawful to cause or permit any gate in any fence to be or remain opened outward over any portion of any public street, road or sidewalk.

12.32.050 - Penalties for violation.

It is unlawful for any person to violate any provision or to fail to comply with any provision of this title. A violation of Sections 12.32.020, 12.32.030 or 12.32.040 shall be considered an infraction punishable as set forth in Section 1.20.010 of this code. A violation or failure to comply with any other section or provision of this title shall be considered a misdemeanor, punishable as set forth in Section 1.20.010. Each person violating or failing to comply with a provision of this title is guilty of a separate offense, whether designated as a misdemeanor or an infraction, for each day during which any such violation or failure to comply is committed, continued or permitted by such person.

12.32.060 - Enforcement.

Any violation or failure to comply with any of the provisions of this title may be enforced by criminal proceedings as otherwise set forth in this code. Any lot, street, alley or other feature made the subject of Sections 12.08.010 through 12.08.150 of this title and maintained contrary to the provisions of this title shall constitute a public nuisance. In addition, this title may be enforced by applicable civil process.
