15.28.010 DEFINITIONS.

For the purpose of this chapter, certain words and phrases are defined as follows, and certain provisions shall be construed as herein set forth, unless it shall be apparent from their context that they have a different meaning.

Words used in the singular include the plural, and the plural the singular. Words used in the present tense include the future.

CAMP CAR AND/OR TRAILER is any unit used for living or sleeping purposes, and which is equipped with wheels or similar devices used for the purpose of transporting said unit from place to place, whether by motive power or other means.

CAMPGROUND is defined to be any place, area or tract of land upon which is located any camp car and/or trailer. (Ord. 605 § 1; March 9, 1937.)

15.28.020 ENFORCEMENT OF CHAPTER.

It shall be the duty of the Plumbing Inspector to enforce all of the provisions of this chapter, and, for the purpose of securing enforcement thereof, the Plumbing Inspector, or any of his duly authorized representatives, shall have the right, and are hereby empowered, to enter upon the premises of any campground now operating, or which may hereafter be operated within the City of Anaheim, to inspect the same and all accommodations connected therewith. 15.28.030 PERMIT REQUIRED — CONFORMITY TO LAW REQUIRED.

It shall be unlawful for any person, firm or corporation to operate, maintain or offer for public use within the confines of the City of Anaheim, as hereinafter set forth, any campground without first applying for and receiving from the Plumbing Inspector a permit so to do, in the manner hereinafter provided, or without complying with regulations hereinafter set forth, or any rules and regulations which may be formulated by the Plumbing Inspector or the Health Department from time to time and the laws of the State of California. 15.28.040 APPLICATION FOR PERMIT — INSPECTION FEE.

Each application for such permit shall be in writing, upon a form provided by the Plumbing Inspector for that purpose. It shall state the name and address of the applicant and a description of the property, whereon or wherein it is proposed to conduct a campground. It shall also contain such either information as the Plumbing Inspector may require, and it shall be filed by the applicant. It shall be filed with the Plumbing Inspector not less than five days nor more than thirty days before said campground is made ready for use, and it shall be accompanied by an inspection fee of one dollar and a fee of twenty-five cents per fixture, for which the Plumbing Inspector shall issue a receipt. 15.28.050 DEPOSIT OF FEES COLLECTED.

All moneys received by the Plumbing Inspector as inspection fees, under provisions of this chapter, shall be paid into the City Treasury and placed in the General Fund. (Ord. 605 § 5; March 9, 1937.)

15.28.060 INSPECTION OF PROPOSED SITE — CRITERIA FOR ISSUANCE OF PERMIT.

Upon the filing of such application accompanied by the inspection fee, it shall be the duty of the Plumbing Inspector, or any of his duly authorized representatives, to investigate the premises, and determine whether said proposed campground, or the site selected therefor, conforms with the requirements of this chapter, the rules and regulations of the Health Department and the laws of the State of California, and no permit shall be issued unless such campground or the site selected therefor complies with such requirements, and meets the approval of the Plumbing Inspector, and said Plumbing Inspector may, at his discretion, approve or reject any proposed campground site. 15.28.070 REVOCATION OR SUSPENSION OF PERMIT.

Any permit granted hereunder shall be subject to revocation or suspension by the City Council, in the following manner, to-wit: A notice shall be served on the person holding said permit, specifying wherein he has failed to comply with this chapter, and requiring him to appear before the City Council of the City of Anaheim at a day and hour therein specified, not less than five days after the personal service of said notice on such permit holder, requiring him to show cause at said time and place why said permit should not be revoked or suspended. At the time and place mentioned in said notice, the person holding said permit shall have the right to appear in person, or by counsel, and to introduce such evidence as he may desire, and the City Council shall confront said permit holder with any charges that said Plumbing Inspector or City Council have against him, and, after said hearing, the City Council may, at its discretion, revoke or suspend the permit. 15.28.080 TRANSFER OF PERMIT — EXPIRATION OF PERMIT.

Such permit shall be transferable upon the written application of the holder of the permit to the Plumbing Inspector, and with his consent endorsed thereon. A permit may be granted at any time during the year, and unless previously revoked shall expire one calendar year following the date of issue. (Ord. 605 § 8; March 9, 1937.)

15.28.090 PERMIT TO BE CONSPICUOUSLY POSTED.

It shall be unlawful for any person, firm or corporation to establish, maintain, conduct or carry on any campground unless there shall be at all times posted in a conspicuous place at said campground the permit obtained from the Plumbing Inspector in accordance with the provisions of this chapter. 15.28.100 APPLICABILITY OF CHAPTER.

The provisions of this chapter shall be applicable to every campground within the incorporated area of the City of Anaheim, and it shall be unlawful for any person, firm or corporation maintaining, operating, conducting or carrying on any such campground, or for any person living or sleeping in any camp car and/or trailer located in a campground, or any other person, to violate, or contribute in any way to the violation of, any of the provisions of this chapter. 15.28.110 MAINTENANCE OF PREMISES AND EQUIPMENT.

Every person owning or operating a campground shall maintain such campground and any toilets, baths or other permanent equipment in connection therewith in a clean and sanitary condition, and shall maintain said equipment in a state of good repair. (Ord. 605 § 11; March 9, 1937.)

15.28.120 PROMULGATION OF RULES BY HEALTH DEPARTMENT.

The Health Department is hereby empowered to formulate, from time to time, and to enforce, any rules and regulations that said Department may deem advisable governing the operation of campgrounds or camp cars and/or trailers bearing on any matters of sanitation or housing. 15.28.130 SPACE REQUIREMENTS — ARRANGEMENT OF CAMP CARS AND/OR TRAILERS.

Every campground hereafter established shall be laid out with, and all existing campgrounds shall provide, available unoccupied space of not less than ten feet by thirty feet or three hundred square feet for each camp car and/or trailer and such available unoccupied space shall not be construed to mean the space directly under any portion of any camp car and/or trailer. Camp cars and/or trailers shall be arranged in rows abutting or facing on a driveway or clear unoccupied space of not less than ten feet in width, which space shall have unobstructed access to a public street or alley. 15.28.140 DRAINAGE — GRADE.

Every campground hereafter established shall be located on a well drained area, and the premises of every such campground, or any existing campground, shall be properly graded so as to prevent the accumulation of storm or casual waters. (Ord. 605 § 15; March 9, 1937.)

15.28.150 WATER SUPPLY.

An adequate supply of pure water for drinking and domestic purposes shall be supplied to meet the requirements of said campground. Said water supply shall be obtained from faucets only, conveniently located in said campground, and no dipping vessels or common cups shall be permitted. (Ord. 605 § 16; March 9, 1937.)

15.28.160 REMOVAL OF WHEELS OR PERMANENTLY FIXING CAMP CAR AND/OR TRAILER TO GROUND.

It shall be unlawful for any person, firm or corporation owning or operating a camp car and/or trailer located in a campground to remove or cause to have removed the wheels or any similar transporting devices from said camp car and/or trailer, or to otherwise permanently fix it to the ground in a manner that would prevent the ready removal of said camp car and/or trailer without first obtaining a permit so to do from the Building Department of the City of Anaheim. Any alteration to any camp car and/or trailer as above set forth shall be construed as removing it from the requirements of this chapter, and converting it into a dwelling, and it shall thereupon be subject to the requirements of the Building Code of the City of Anaheim and the State Housing Act of California. 15.28.170 DOGS AT LARGE PROHIBITED.

Dogs at no time shall be permitted to run at large in any campground. (Ord. 605 § 18; March 9, 1937.)

15.28.180 TOILET FACILITIES — EXEMPTION.

There shall be provided in every existing campground and every campground which may hereafter be established, one water closet for each sex; one of such water closets shall be distinctly marked "For Men," and one of such water closets shall be distinctly marked "For Women," and there shall be provided an additional water closet for each sex for every four or fractional part thereof in excess of eight males or eight females living in said campground; provided, however, that the Plumbing Inspector may exempt any campground existing at the time of the passage of this chapter from fully complying with the provisions of this section when, in its discretion, such deviation will not be detrimental to the health of persons occupying said campground or to the proper sanitation of the premises. 15.28.190 GARBAGE AND REFUSE RECEPTACLES.

There shall be provided in every campground heretofore or hereafter established, such number of tight receptacles with close-fitting metal covers for garbage, refuse, ashes and rubbish as may be deemed necessary by the Sanitation Inspector, and such garbage receptacles shall at all times be maintained in a clean and sanitary condition. 15.28.200 SLOP SINKS.

There shall be provided in every campground heretofore or hereafter established one or more slop sinks properly connected with a sewer or cesspool, such sinks to be conveniently located at no greater distance than one hundred feet from any camp car and/or trailer. (Ord. 605 § 21; March 9, 1937.)

15.28.210 PLUMBING FIXTURES — DISPOSAL OF WASTE.

It shall be unlawful to permit any waste water or material from sinks, baths, showers or other plumbing fixtures in camp cars and/or trailers to be deposited upon the surface of the ground, and all such fixtures, when in use, must be connected to the City sewer system, or the drainage therefrom must be disposed of in a manner satisfactory to the Plumbing Inspector. (Ord. 605 § 22; March 9, 1937.)

15.28.220 LIGHTING.

Every campground heretofore or hereafter established shall be provided with means of lighting the same at night, and all public water closets and bath units shall be provided with sufficient lighting facilities which shall be kept lighted during the time from one-half hour after sunset until one-half hour before sunrise. (Ord. 605 § 23; March 9. 1937.)

15.28.230 EQUIPMENT REQUIRED BY CHAPTER NOT SAME AS THAT REQUIRED BY OTHER LAWS.

Any water faucets, toilets, garbage receptacles or other equipment required by the provisions of this chapter in campgrounds, or which may hereafter be required by any rules and regulations of the Plumbing Inspector pertaining to campgrounds, shall not be construed to mean water faucets, toilets, garbage receptacles or other equipment now or hereafter located in or adjacent to campgrounds, and which may already or hereafter be required under provisions of other laws or ordinances. 15.28.240 PARKING CAMP CAR OR TRAILER OUTSIDE CAMP — WHEN PERMIT REQUIRED — TERMS OF PERMIT.

No person shall park or leave parked any camp car or trailer upon any public street within the City between the hours of three a.m. and six a.m., or park or leave parked any such camp car or trailer upon any private property, except on the rear of the property or lot or under cover, or occupy or use any such camp car or trailer as a dwelling or for living or sleeping quarters upon any public street or private property within the City, except in a public trailer or campground for which permit has been duly issued, unless a permit so to do is first had and obtained from the City Council; provided, however, that the granting of such permit shall be within the sole discretion of the Council to grant or deny and that, if granted, such permit shall be of a temporary nature and for a limited time only; and provided further, that upon key lots or on a reversed corner lot said camp car or trailer shall be parked on the rear of said lot and on that half of said lot the greatest distance away from the nearest public street.
