Sec. 23-22. - Streets.

(a)

In general. All streets and highways shall be improved in accordance with the city standard street and highway and standard subdivision specifications adopted or approved by the city council.

(b)

Structures required by city engineer. Structures shall be installed as deemed necessary by the city engineer for drainage access or public safety or both. Such structures to be placed to grades and to be of a design approved by him.

(c)

Curbs, gutters and sidewalks. Concrete curbs and gutters, concrete sidewalks and concrete valley gutters shall be required along all streets and highways. Such structures to be placed to grades and to be of a design approved by the city engineer.

(d)

Retaining walls. Retaining walls may be required wherever topographic conditions warrant, or where necessary to retain fill or cut slopes within the rights of way.

Name signs. Street name signs shall be placed at every intersection of the standard approved by the city.

Sec. 23-23. - Sewage disposal.

Provisions shall be made for adequate sewage disposal by:

(a)

Connection to sanitary sewer when available. The subdivider shall give such guarantee or shall post bond as deemed necessary to insure the installation of proper facilities within the proposed subdivision.

(b)

Septic tanks, individual or community, shall be installed under inspection by the health department which shall state its findings and set forth recommendations on the ultimate subdivision layout.

Sec. 23-24. - Construction standards.

(a)

In all cases, materials used, preparation of base methods of placing materials, workmanship, grading and tests of materials shall not be less than those standards required by the standard specifications of the state department of public works, division of highways and the city standard specifications, except where special provisions are required.

(b)

Sidewalks, curbs and gutters shall be constructed in accordance with the city specifications adopted and approved by the city council.

Sec. 23-25. - Approval of plans and specifications; grading may not start prior to…

(a)

Upon submission of the tentative map, and before the starting of any construction work, the subdivider shall submit to the engineer, seven days prior to the planning commission's regular meeting, detailed plans and specifications for street grading, construction of sub-base, surfacing, together with plans and specifications for curbs and gutters and drainage structures. The city engineer shall inspect all plans for compliance with provisions of this chapter, and any other requirements of the city, and shall within seven days after receipt of such plans and specifications, approve or disapprove the same. Such action shall be in writing. In the event of disapproval, the reasons for such disapproval shall be stated in clear and concise terms together with a statement of what changes will render the plans and specifications acceptable. The subdivider shall in the event of disapproval, cause new plans and specifications to be submitted which will correct the deficiencies set forth by the city engineer in his disapproval. A copy of such final plans and specifications together with the approval of the city engineer, shall remain on file in the city clerk's office.

(b)

No preliminary grading of streets within the area of the proposed subdivision shall be started before the tentative map has been officially approved and the subdivider notified.
