6-55.1 - Definitions.

As used in this section:

Trailer camp shall mean any place or parcel of land upon which there is located, or any premises designed or intended for the purpose of supplying a location for, one (1) or more trailer coaches used as living or sleeping quarters.

Trailer coach shall mean a device or structure, with or without motive power, designed or used for human habitation and for carrying persons or property on its own structure and for being propelled, moved or drawn on streets or highways, excepting a device used exclusively upon stationary rails or tracks.

Unit shall mean a section of ground in any trailer camp used, or designated for use, as a location for a single trailer coach, or for one (1) trailer coach and one (1) motor vehicle.

6-55.2 - Trailer Camp Permit.

It shall be unlawful for any person to establish, operate or maintain, or to permit to be established, operated or maintained upon any property owned or controlled by him, a trailer camp in the City, unless there exists a valid permit therefor granted and existing in compliance with the provisions of Section 5-16 of this Code. The application for such permit, in addition to the requirements specified in Section 5-16 of this Code, shall specify the size of the lot or parcel of ground for the proposed trailer camp, the dimensions and total number of units in the camp and shall be accompanied by plans for such trailer camp showing the location and arrangement of the units, the location of all buildings, driveways, and other improvements. The investigating officials referred to in subsection 5-16.2 to whom the application shall be referred, shall be the Health Officer, the Fire Marshal, the Building Inspector and the Superintendent of the Electrical Department.

6-55.3 - Permit Fees.

A permit fee of two dollars and fifty ($2.50) cents for the first unit, and one ($1.00) dollar for each additional unit, shall be paid by the applicants at the time of, and as a prerequisite to, the filing of such application. A renewal fee at the same rate per unit shall be paid for each subsequent yearly renewal of such permit. Permits shall not be transferable, and no refund of permit fees shall be made.

6-55.4 - Duration and Renewal.

Such permit, and all renewal permits, unless previously revoked, shall expire one (1) year from date issued. Renewal permits shall be issued only after inspection of the trailer camp indicates that such camp conforms with all of the requirements of this Code.

6-55.5 - Trailer Coaches Restricted to Trailer Camps.

It shall be unlawful for any person to place or maintain any trailer coach used for human habitation or to use any trailer coach as living or sleeping quarters on any premises in the City, other than those contained within a trailer camp duly permitted and maintained pursuant to the provisions of this section or to permit the same to be done on any premises; provided, however, that not to exceed one (1) such trailer coach may be placed or maintained in the rear of any private residence or dwelling, other than apartment house or hotel (as such are defined in the State Housing Act), for not more than twenty-one (21) consecutive days in any successive ninety (90) days, if such trailer coach is not located closer than ten (10') feet to any building nor closer than five (5') feet to any property line, other than a public street or alley line, is used for sleeping purposes only and none of its cooking or sanitary facilities are used.

6-55.6 - Limitation on Residence.

The City Council shall, by resolution, fix and determine the period of time during which any person, except the owner, his manager and bona fide employees, shall be permitted to remain or live in any trailer camp within the City, and it shall be unlawful for any trailer camp permittee, or his agent, to permit any person to remain or live within the trailer camp under the control of such permittee, or his agent, for a period longer than that which may be provided for in such resolution of the City Council.

6-55.7 - General Plan.

A trailer camp shall be so arranged that all units shall face or abut on a driveway of not less than sixteen (16') feet in width, giving easy access from all units to a public street. Such driveway shall be maintained in good condition and shall not be obstructed. No trailer coach or appendage thereto, such as awnings, shall be located within five (5') feet of the unit sideline or the property line, nor shall it be located within twenty (20') feet of any building or structure.

6-55.8 - Unit Area.

A unit shall not contain less than six hundred (600) square feet in area and no such unit shall be permitted to accommodate more than one (1) trailer coach. Each unit shall be clearly defined by appropriate markers. A motor vehicle may be located on the same unit with a trailer coach if such unit contains not less than seven hundred (700) square feet in area; provided, however, that the provisions of this sentence shall not be applicable during, and shall be suspended for, the period of the national emergency created by the war between the United States of America and Germany, Italy, Japan and other nations.

6-55.9 - Parking Motor Vehicle.

A motor vehicle used for moving or drawing a trailer coach, if not located upon a unit, may be placed in an area provided for that purpose in a trailer camp.

6-55.10 - Enclosure.

Every trailer camp shall be surrounded, on all sides not adjacent to a masonry or frame building, by a substantial, wooden fence, painted with fire retardant paint, or by an iron wire netting fence constructed of not less than No. 12B. and S. Wire, with posts properly spaced so as to insure stability. Such fence shall not be more than six (6') feet in height, and shall have at least one (1) opening not less than sixteen (16') feet in width, equipped with a substantial gate, and shall be constructed in a substantial and workmanlike manner, as approved by the Building Inspector.

6-55.11 - Water Supply.

An adequate supply of pure water for drinking and domestic purposes shall be supplied to meet the requirements of the trailer camp. The water supply shall be obtained from faucets only, conveniently located in the camp ground, and no dipping vessels or common cups shall be permitted.

6-55.12 - Drainage.

Every trailer camp shall be located on a well drained area and the premises shall be properly graded so as to prevent the accumulation of storm or casual waters.

6-55.13 - Toilets and Baths.

Every trailer camp shall be provided with a minimum, for each sex, of one (1) flush toilet and one (1) bathtub or shower for every five (5) units, or fraction thereof. Each toilet room shall have at least one (1) wash basin; one (1) urinal for each five (5) units, or fraction thereof, shall be provided in toilets for men. Toilets and urinals shall be located not more than one hundred (100') feet from the units which they are intended to serve. All such sanitary facilities shall be installed in an approved manner and located in approved compartments which shall be well lighted, ventilated and screened, and the floors and walls of such compartments shall be so constructed as to be impervious to water.

6-55.14 - Laundry.

Every trailer camp shall have a two (2) compartment laundry tub, and a slop sink, for every ten (10) units, or fraction thereof.

6-55.15 - Garbage Containers.

A two (2) gallon galvanized iron garbage can, provided with a tightly fitting galvanized iron cover, shall be provided for and at each occupied unit, and such garbage shall be emptied daily at approved centrally located garbage receptacles.

6-55.16 - Sanitation Generally.

a. All trailer camps and all toilets, baths or other permanent equipment connected therewith must be kept in a clean and sanitary condition at all times, and it shall be unlawful for the manager of any trailer camp to permit or allow the accumulation of any trash, junk or garbage in the camps.

b. It shall be unlawful to deposit, or permit to be deposited, any waste water, sewage or materials in any trailer camp in any manner other than as provided in the health, building and plumbing laws of the City.

c. All plumbing fixtures in a trailer camp shall be supplied with running water piped from the public water service, and shall be installed and maintained in compliance with the Alameda Plumbing Code. No dry or chemical closet shall be installed or used in any trailer camp in the City of Alameda.

6-55.17 - Lighting.

Every trailer camp, and all public toilets and baths therein, shall be provided with adequate and approved means of lighting same, and such camp and all such facilities shall be kept well lighted in a safe and adequate manner.

6-55.18 - Electrical Requirements.

All electric wiring and distributing systems in trailer camps shall be in accordance with Section 5-16 of this Code, and the rules and regulations made pursuant thereto and wherever, in the opinion of the Superintendent of the Electrical Department, it shall be deemed to be to the interests of public safety and welfare, all or any part of any electric distributing system may be required to be placed underground.

6-55.19 - Trailer Toilets and Sinks.

a. All toilet fixtures in or a part of a trailer coach shall be sealed by the manager of the trailer camp wherein they are located, and it shall be unlawful for any person to remove or break any such seal, or to use such fixtures, or to permit the same to be done, while such trailer coach is in the City.

b. All sinks and trays in or a part of such trailer coach shall be indirectly connected to the City sewer system by means of approved hoppers, and if not so connected such sinks or trays shall not be used.

6-55.20 - Cooking and Heating Facilities.

All cooking and heating facilities in or a part of a trailer coach, and those used in the camp, shall be of a type approved by the Fire Marshal, and any nonconforming devices shall not be used while in the City. The manager of a trailer camp shall be held responsible for all such violations in such camp, and may store such nonconforming devices in an approved storeroom, or may effectively seal them.

6-55.21 - Animals.

It shall be unlawful for the owner or person having control of any animal to allow the same to run at large in any trailer camp.

6-55.22 - Removal of Wheels or Similar Devices.

It shall be unlawful for any person owning, or operating a trailer coach located in the City to remove, or cause to be removed, the wheels or any similar transporting devices from the trailer coach, or to otherwise permanently fix it to the ground, without first obtaining a permit to do so from the Building Inspector. Any such alteration to any trailer coach shall be construed as removing it from the requirements of this section and converting it into a dwelling and it shall thereupon be subject to the requirements of the City Building Code, and the State Housing Act of California.

6-55.23 - Camp Manager; Duties.

a. The holder of a trailer camp permit shall maintain a manager at such trailer camp at all times while said camp is open or any persons are occupying any space thereon.

b. The term manager, as used herein, shall mean the bolder of a trailer camp permit, and any person designated and authorized by him to be in active, responsible charge of such camp.

c. The manager of a trailer camp shall be responsible for the strict compliance with the provisions of this section, or of any law, or regulations made pursuant thereto, applicable to such trailer camp, and shall promptly report to the City Manager any violation of such provisions on the part of any occupant of such camp.

6-55.24 - Record of Guests.

The manager of a trailer camp shall provide and maintain at such camp a register, in bound book form, and shall require each person, immediately upon arrival at such camp and before being admitted as an occupant thereof, or permitted to use any facilities thereon, to sign his name and enter his home address in the register. The manager shall also enter in such register the date of arrival and departure of each person, and the number of the license, including year and state in which issued, of each motor vehicle and trailer admitted to such camp. Such register shall be open at all times to inspection by the law enforcement officers of the City. It shall be unlawful for any person to make any false entry or erase or alter, or suffer or permit to be erased or altered, any name, address, license number or other information in such register.

6-55.25 - Police Reports.

The manager of a trailer camp shall also enter on forms to be supplied by the Police Department the following information: name and home address of all persons occupying each trailer coach; location where last stayed and date and duration of stay; make and type of motor vehicle driven; license number of motor vehicle and trailer, including year and state in which license was issued; the number of the operator's license of the operator of such motor vehicle.

6-55.26 - Trailer Camps; Where Prohibited.

No trailer camp hereafter established shall be located within the following area of the City:

a. In residential districts of Class I as defined and shown in the Zoning Ordinances and Zone Maps of the City;

b. In the area contained within the following described boundaries: Beginning at the intersection of the westerly line of Park Street with the northerly line of Clement Avenue and running thence westerly along the northerly line of Clement Avenue to the easterly line of Willow Street; thence southerly along the easterly line of Willow Street to the northerly line of Eagle Avenue; thence westerly along the northerly line of Eagle Avenue to the easterly line of Hibbard Street; thence southerly along the easterly line of Hibbard Street to the northerly line of Buena Vista Avenue; thence westerly along the northerly line of Buena Vista Avenue to the westerly line of Webster Street to the northerly line of Pacific Avenue; thence westerly along the northerly line of Pacific Avenue to the easterly line of Third Street; thence southerly along the easterly line of Third Street and the southerly extension thereof to the United States Bulkhead line; thence easterly along said Bulkhead line to Station "O" on said line; thence northerly along said Bulkhead line to the intersection thereof with the easterly line of Versailles Avenue; thence southerly along the easterly line of Versailles Avenue to the southerly line of Fernside Boulevard; thence westerly along the southerly line of Fernside Boulevard to the easterly line of Pearl Street; thence in a straight line to the easterly end of the northerly line of Clement Avenue; thence along the northerly line of Clement Avenue to the point of beginning.

6-55.27 - Rules and Regulations.

The City Manager shall have the power to promulgate rules and regulations for the enforcement of this section, and for the purpose of insuring the maintenance of trailer camps and structures therein in a manner compatible with public health and safety.
