24-8.1 - Definitions.¶
As used in this section:
Aged person shall mean any person sixty-five (65) years of age or over who, by reason of old age or infirmity, is in need of or receives special care, assistance, or attendance beyond that which is usually given in hotels, lodging or boarding homes.
Boarding home for aged persons shall mean any institution, boarding home, or other place for the reception or care of aged persons.
Nonambulatory person shall mean anyone who, in the event of an emergency, is incapable of leaving a building without assistance.

24-8.2 - Permit or License Required.¶
No person, association or corporation shall, without having first obtained a valid permit or license in accordance with the provisions of Division 3, Chapter 2, of the Welfare and Institutions Code of the State of California, maintain or conduct in the City any boarding home for the aged, nor receive or care for any such person not related to him by blood or affinity within the second degree.

24-8.3 - Application of This Section.¶
Every boarding home for aged persons established prior to the adoption of this section,* and which does not conform to the provisions of this section, may continue to be operated and maintained until either the use of such boarding home is discontinued or abandoned for any reason whatever, or there occurs a change of ownership or transfer of any interest therein. Upon the happening of any of the aforementioned events the provisions of this section shall thereafter be applicable.
