12-18.1 - State Vehicle Code Provisions.¶
The provisions of this article are expressly enacted under the authority of California Vehicle Code Section 21107.8.

12-18.2 - Definitions.¶
a. Off-street private parking facility shall mean any privately owned parking facility for which no fee for the privilege to park is charged and which is held open for the common public use of retail customers.

12-18.3 - Private Parking Facilities Generally Held Open for Public Use.¶
The City finds and declares that the following off-street private parking facilities are generally held open for public use:
Assessor's Parcel Number 74-1200-29-1, located on between Part Street, Otis Drive, Willow Street and Shoreline Drive, commonly known as the South Shore Shopping Center.

12-18.4 - Application of Vehicle Code Provisions in Private Parking Facilities…¶
Sections 22350 (Basic Speed Law), 23103 (Reckless Driving) and 23109 (Speed Contest) as well as the provisions of Division 16.5 (Off-Highway Vehicles) of the California Vehicle Code shall be applicable and fully enforceable in all off-street private parking facilities identified in Section 12-18.2 of this article. However, no such enforcement shall be permitted unless the owner or operator of such private parking facility has caused to be posted in a conspicuous place at each entrance to that off-street private parking facility a notice not less than seventeen (17″) by twenty-two (22″) in size with lettering not less than one (1″) inch in height stating that the affected off-street private parking facility is subject to public traffic regulations and control.

12-18.5 - Addition of Private Parking Facilities Subject to Traffic Controls.¶
City Council may, upon ten (10) days' written notice to the owner and operator of a private parking facility, and after a public hearing, add, by resolution, additional off-street private parking facilities to Section 12-18.2 of this article.
