12-12.1 - Established.¶
All streets or portions hereof which are within three hundred fifty (350') feet of a business or commercial district per the Alameda Zoning Map and all City parking lots are hereby established as parking meter zones. The Public Works Director is hereby authorized to designate the location of parking meters within the established parking meter zones in such numbers and at such particular places based upon what generally accepted transportation engineering and planning standards indicate for the safety or adequate flow of all modes of transportation.

12-12.2 - Parking Zones on State Highway Route.¶
Those parking meter zones established by subsection 12-12.1 hereof, that are located on State Highway Route 260, shall be abolished within six (6) months after receipt by the City Council of written notice of withdrawal of approval of the areas for such use by the Department of Public Works of the State of California.

12-12.3 - Meter Operators, Installation and Record Keeping.¶
Meter operators, installation and record keeping shall be pursuant to subsection 12-13.1, Installation of Parking Meters.

12-12.4 - Reserved.¶
12-12.5 - Special Event Parking Meter Rates.¶
Notwithstanding Sections 12-4.5.b and 12-12.4, the Public Works Director is authorized to set special event parking meter rates between fifty ($0.50) cents per hour and ten dollars ($10.00) per hour within on-street parking meter zones and public off-street parking lots. The hourly parking meter rate cannot be greater than double that of the standard parking meter rate charged within the parking meter zone. A flat daily rate may be offered in lieu of an hourly rate so long as the flat daily rate does not exceed double that of the standard total daily charge according to the parking meter operating hours. The rates may be set during, and/or up to four (4) hours prior to, special events as designated by the Director in order to manage excessive parking demand, congestion, and traffic circling near those special events. For purposes of this section, a "special event" shall include athletic events, concerts, conventions, parades, street festivals, entertainment or cultural exhibitions or shows, or any other similar event that is expected to generate a significant, short-term demand for parking.
