Tiering
Relying on a broader program or plan-level EIR so later, consistent projects narrow their review to what the earlier document didn't already analyze.
Definition
Tiering lets later projects build on the environmental analysis already done for a broader action: the CEQA statute encourages agencies to tier project review from program EIRs, and from EIRs prepared for general plans and specific plans. A later activity within the scope of the program document can proceed on a consistency checklist, addendum, or narrowly focused analysis limited to effects the earlier EIR did not examine — the Guidelines' program-EIR provisions (§ 15168) are the main streamlining vehicle.
Why it matters in an underwrite
Siting inside an adopted specific plan with a certified program EIR can convert a potential 18–30 month project EIR into a months-long consistency review — often the single largest CEQA schedule lever available at site selection. Verify the platform before relying on it: an aging program EIR with stale traffic or housing assumptions invites the argument that substantial changes or new significant effects reopen full review, and the streamlining evaporates.
