NFPA 13R
The residential sprinkler standard for Group R buildings up to four stories and 60 feet. Cheaper than NFPA 13, but it earns fewer height and area bonuses.
Definition
NFPA 13R is the residential sprinkler standard the California Building Code permits for Group R buildings up to four stories and not more than 60 feet above grade plane (§ 903.3.1.2). It protects the dwelling units and common areas but omits most concealed spaces, attics and certain small closets — which is what makes it meaningfully cheaper than a full NFPA 13 system. The trade: a 13R building lives under the 60-foot cap and does not earn the full NFPA 13 height and area increases. The standard is adopted through the Referenced Standards Code (Part 12).
Why it matters in an underwrite
For a three- or four-story garden or small infill building, 13R is the right-sized system and a real savings line. The underwriting mistake is carrying that savings into a bigger massing: a fifth story or a podium mid-rise puts the building outside 13R's scope entirely, and the sprinkler budget steps up with it. Price the system that matches the final story count — and re-price if the massing grows during entitlement.
