CBC basics for apartments: R-2, construction types and the 5-over-1
After zoning, nothing moves cost per unit like construction type — the CBC's height, area and sprinkler tables decide what actually pencils.

Every apartment building of three or more attached units is a Group R-2 occupancy under the California Building Code, and the CBC's allowable-height and allowable-area tables (§§ 504 and 506) — not the zoning code — decide how many of your zoned units fit in a buildable envelope. Construction type, sprinkler system and podium strategy are where unit yield is won or lost.
Construction type is the biggest single cost and density lever after zoning itself. Wood frame (Type V) is the cheapest structure per foot; Type III stretches wood another notch behind noncombustible exterior walls; Type I concrete or steel goes as tall as you can finance. The Fire Code and the sprinkler standards adopted through Part 12's referenced standards determine how far each type can stretch.
R-2 and the construction-type ladder
From the bottom up: Type V-B (unprotected wood frame) is the cost floor but the most height- and story-limited; Type V-A adds one-hour protection and buys more building. Type III — noncombustible or fire-retardant-treated exterior walls with wood inside — is the workhorse for pushing wood construction to mid-rise scale. Type I concrete or steel is the high-rise answer, and the newer mass-timber types offer a middle path where local reviewers are comfortable. Note the boundary below R-2: townhouse-style product can fall under the Residential Code instead, a different (and cheaper) universe.

- Test a type upgrade against unit yield early — stepping from V-B to V-A or III often costs rating details and material swaps but unlocks a story or thousands of square feet. Run the comparison before schematic design locks.
- Builder's-risk and permanent insurance on large wood-frame projects is now a real line item — quote it by construction type, not after design lock.
- A podium adds structure cost but resets the wood stories above it; on tight urban sites the 5-over-1 usually beats a pure Type V building on cost per unit. Model both.
Heights, areas, sprinklers and the 5-over-1
Allowable stories, height and area come from the CBC §§ 504 and 506 tables as a function of occupancy, construction type and sprinkler system — and the sprinkler choice is a design decision, not a formality. Every new multifamily building is sprinklered, but NFPA 13R (the residential-scoped system) is limited to buildings of four stories or fewer, while a full NFPA 13 system earns the tables' height, story and area increases. The cost delta between 13R and 13 is routinely smaller than the value of the floor it unlocks.
The podium play: CBC § 510.2 allows R-2 wood-frame stories to sit on a Type I-A concrete podium — typically parking or retail — with the two treated as separate buildings for height and area purposes above a rated horizontal separation. That allowance is the entire structural logic of the "5-over-1" and "5-over-2" that dominate California infill production.
- Underwriting watch-outs:
- Choosing 13R to shave sprinkler cost caps the building at four stories — if the site's zoning supports five or more, the 13R "saving" can cost an entire floor of rentable area.
- Story counts turn on the grade plane: on sloped sites the same design can gain or lose a story above grade. Resolve the survey-driven grade-plane math before schematic ends.
- The podium level carries its own occupancy, egress and separation requirements (parking, retail, amenity) — treat it as its own mini-building in the budget.
Egress, corridors and unit separations
Egress sets the floor plate: R-2 stories typically need two exits, with exit-access travel-distance limits and rated corridors connecting them (sprinklered buildings earn relief on both). Single-exit apartment buildings are allowed only in narrow low-rise conditions; broader single-stair reform for mid-rise has been under state study but is not the code you can underwrite today.
Between units, the CBC requires fire partitions plus sound isolation — walls and floor-ceiling assemblies separating dwelling units must meet sound-transmission (STC) standards, with a lower field-tested threshold acknowledging real-world performance. Cheap assemblies that pass on paper and fail in the field become post-occupancy disputes.
- Underwriting watch-outs:
- Corridor and stair geometry is floor-plate efficiency — every foot of travel-distance relief from sprinklering shows up as net-rentable area. Push the test-fit until the exit layout stops costing units.
- Detail acoustic assemblies with margin above the minimum — field verification failures are expensive to cure after drywall.
- Don't underwrite point-access or single-stair designs beyond the code's narrow current allowances until the rules actually change.

Is a 5-over-1 really treated as two buildings?
For allowable height and area, yes — CBC § 510.2 lets the wood-frame R-2 stories above a Type I-A podium be measured as a separate building above the rated horizontal separation. For most other purposes (alarms, addressing, systems) it remains one building, so don't over-extend the fiction.
When does a project become a high-rise in California?
When occupied floors sit more than 75 feet above the lowest level of fire-department vehicle access. Crossing that line triggers the high-rise package — noncombustible construction, pressurized exit systems, emergency power and more — which is a step-change in cost, not an increment.
What is the practical difference between NFPA 13 and 13R?
13R is a residential-scoped system that omits coverage in certain concealed and attic spaces, making it cheaper — but the CBC limits it to buildings of four stories or fewer, and it does not earn the full height and area increases. Full 13 coverage is what unlocks the bigger building.
Can I build a single-stair apartment building?
Only within the CBC's narrow existing single-exit allowances for small low-rise R-2 buildings. Legislation has directed state study of taller single-stairway multifamily, but until adopted into Title 24 you should underwrite conventional two-exit design.
