Definition
CALGreen — the California Green Building Standards Code (Title 24, Part 11) — is the state's mandatory green construction code, the first in the nation. For new multifamily it requires, among other measures: electric-vehicle charging infrastructure across a share of parking stalls, diversion of at least 65% of construction and demolition waste, water-efficient plumbing fixtures, low-VOC paints, adhesives and flooring, and indoor moisture and pollutant controls. Beyond the mandatory baseline, CALGreen publishes voluntary Tier 1 and Tier 2 packages that cities may — and do — adopt as local mandates.
Why it matters in an underwrite
The EV provisions are the budget item that moves: raceways, panel capacity and installed chargers scale with stall count and have tightened every code cycle. The other trap is local adoption — a city that has made Tier 1 mandatory, or layered a reach code on top, has quietly changed your fixture, waste and EV counts. Pull the jurisdiction's adopted version of Part 11 before pricing sitework and the garage.
