Article III — Definitions

The following terms when used in this chapter shall have the following respective meanings:

(a) "Developer"

means a person who has a legal or equitable interest in the real property which is the subject of a development agreement.

(b) "Development agreement"

means a development agreement enacted by legislation between the City and a qualified applicant pursuant to Government Code Sections 65864 through 65869.5 .

• (c) "Planning Director"

means the City Manager or City Manager's duly authorized designee.

(d) "Qualified applicant"

is a person who has a legal or equitable interest in the real property which is the subject of a proposed development agreement, determined pursuant to SCCC § 17.10.070 .
