Title 16 — MONROVIA MUNICIPAL CODE

(A) Street lighting shall be required of and installed by the subdivider. The street lighting system shall be an underground ornamental system in accordance with the specifications of the city.

(B) The Planning Commission or City Council may waive or modify the requirements of this section if conditions make such installations unreasonable or impractical.

Provision shall be made for any and all railroad crossings necessary to provide access to or circulation within the proposed subdivision, including the preparation of all documents necessary for application to the California Public Utilities Commission for the establishment and improvement of such crossings. The subdivider shall be required to bear the full cost of such crossing improvement.

Safety devices such as traffic islands, street signs, reflectors, traffic signals and safety lighting shall be installed where deemed necessary by the City Engineer.

The subdivider shall perform all work required by the Commission and/or City Council in connection with the demolition, moving, altering, or conversion of any structure of facility either wholly or partially within the subdivision or affected thereby.

The subdivider shall make such other improvements where deemed necessary by the Commission or Council for the public health, safety or welfare. All public improvements required by this chapter shall be dedicated by the subdivider to the city and shall thereupon and thereafter be the property of the city.

In the event that the County Engineer or City Engineer shall have established the centerline of any street or alley in or adjacent to such subdivision, such data shall be shown upon the final map, and all monuments found on the ground shall be shown, together with a reference to a field book or a map in connection therewith. If the points were reset by ties, the fact must be so stated upon the final map. Each such monument shall be subject to inspection and approval by the City Engineer.

(A) Durable monuments shall be set at all angle and curve points in the exterior boundary of subdivisions, and at points not more than 1,000 feet apart in cases where exterior boundaries between any two angle or curve points exceed said distance.

(B) Such durable monuments shall be not less substantial than a cement-filled iron pipe of two-inch outside diameter and length of not less than 30 inches, set 12 inches below finished grade, with the point marked with nail and metal tag with the certificate-number of the engineer or surveyor setting it, each number to be preceded by the letters, “R.E.”, or “L.S.”, respectively, as the case may be; provided, however, that whenever a point marking any of the locations described above occurs in improved areas such as a concrete sidewalk, curb, wall or paved roadway, such points shall be marked with a lead plug, tack, and said metal tag, or with a spike and said metal tag, securely set, in the concrete or pavement respectively.

(C) If, however, the point is too close to the edge of concrete work to permit the placing of the lead plug, then sufficient concrete must be removed to permit the placing of the iron pipe as described above. (`83 Code, § 16.28.210) (Ord. 82-19 § 1 (part), 1982)

A durable monument shall be set at each angle and curve point in the boundary of each lot, which point is not covered in § 16.28.210. Such durable monument shall be not less substantial than a 2-inch by 2-inch by 12-inch redwood stake with nail and metal tag previously described in § 16.28.210; provided, however, that whenever a point marking any of the locations described above occurs in improved areas such as a concrete sidewalk, curb, wall or pavement, such points shall be marked with a lead plug, tack, and said metal tag, or with a spike and said metal tag securely set in the concrete or pavement respectively.

If, in the opinion of the City Engineer, any of the points mentioned in §§ 16.28.210 and 16.28.220 are inaccessible, then reference points shall be set per applicable state law.

(A) Centerline monuments shall be set to mark the intersections of streets, either the beginning and end of curves, or the points of intersection of tangents thereof, or other intermediate points, and at or near the intersection of the centerline with the subdivision boundary. Each such monument shall be not less durable and substantial than:

• (1) In asphaltic concrete or cement concrete pavements; a spike not being less than six inches long;

• (2) In bituminous macadam pavements; a spike and tin, the spike not being less than six inches long;

• (3) In unsurfaced, graveled or oiled surfaces; a two-inch iron pipe

(B) For each centerline monument set the engineer or surveyor under whose supervision the survey has been made shall furnish to the City Engineer a set of notes showing clearly the ties between such monument and a sufficient number (normally four and not less than three) of durable distinctive reference points or monuments. Such reference points or monuments may be leads and tacks in permanent concrete or 2-inch by 2-inch by 12-inch redwood stakes set back of the curbline, within the right-of-way and below the surface of the ground, or such substitute therefor as

appears to be not more likely to be disturbed. The notes shall show the angle between the centerline and buried tie points. Tie points in curb returns shall not be permitted.

(C) Such set of notes shall be of such quality, form and completeness, and shall be on paper of such quality and size as may be necessary to conform to the standardized records of the City Engineer. All such notes shall be indexed and filed by the City Engineer as a part of the permanent public records of his office.

The City Engineer may require geodetic ties when triangulation stations have been established within a reasonable distance of a subdivision boundary.

Where a final map shows only a reversion to acreage, a survey shall not be required.

In the event any or all of the monuments required to be set by this section are to be set subsequent to the recordation of the final map, as provided in § 66434 of the Map Act, the final map shall show which monuments are to be so set.
