    No wall or fence type shall exceed a height of eight feet, as measured from the lowest finished level of ground abutting the wall, unless a step design is utilized per Figure 24-2 or as otherwise approved by the Planning Commission.

    Applies: For a wall or fence over 8 feet, unless a stepped design is used.
