IRS ITIN Program Mission The mission of the Individual Taxpayer Identification Number (ITIN) Program is to facilitate participation in the tax system and to ensure that the ITIN applications are processed in a timely and efficient manner. What is a Certifying Acceptance Agent (CAA)? A Certifying Acceptance Agent is an individual or an entity who is authorized by the IRS to assist alien individuals and other foreign persons in obtaining Individual Taxpayer Identification Numbers (ITIN) from the IRS. A CAA can verify the original and certified copies of identifying documents from the issuing agency for primary and secondary ITIN applicants ( except for foreign military identification cards ) and passports and birth certificates for dependents. A person acting in its capacity as a CAA does not act as an agent of the IRS and is not authorized to hold itself out as an agent. Why should I become a Certifying Acceptance Agent (CAA)? Tax return preparers can be of tremendous assistance to their clients by becoming Certifying Acceptance Agents.

  • CAAs provide one-stop assistance for clients who do not have a Taxpayer Identification Number

  • CAAs can review and determine if documents meet the IRS criteria for identification or meet exceptions to filing a return. This means the client will not be required to send their original identification documents to the IRS.

  • CAAs can work with the IRS to resolve any issues with the application and receive the ITIN notice(s) directly. How do I become an IRS Certifying Acceptance Agent (CAA)? All new and renewing applicants must take the following steps to become a Certifying Acceptance Agent: 1. Complete the mandatory ITIN Acceptance Agent training at IRS.gov before submitting their application. The training is available at ITIN Acceptance Agent Program . Click on the link entitled ITIN Acceptance Agent Training. Everyone who is listed as a Responsible Party (RP) on the Acceptance Agent application must complete the training.

2. Complete Forensic Document Identification Training (CAAs only). For more information, see IRS.gov/forensic . Everyone who is listed as a Responsible Party on the Acceptance Agent application must complete the training. 3. Complete the electronic IRS Acceptance Agent Application on e-Services . Identify individuals in the firm/organization as the Principal, Partner, or Owner of the Business (PPO); Principal Consent (PC); RPs; and Contacts, as needed. All parties identified on your application, excluding contacts, must register with IRS e-Services to access the application, complete required fields, acknowledge training completion, and sign respective jurats. After you log into e-Services, for guidance on how to complete the application, click the online tutorials tab at the top of the page to access our Acceptance Agent Application tutorial. If your business location is abroad, contact ITINProgramOffice@irs.gov for information on how to submit your application. 4. Access the CAA Document Upload Tool to upload any required documentation (i.e., Forensic Training Certificates, Professional Credentials,Citizenship documents, Exempt Status letter). Do not upload an application through the CAA Document Upload Tool.

Frequently Asked Questions (FAQs) 1. Do I need an ID.me account? Yes. To access IRS Online Services with a secure account that protects your privacy, you must sign in with ID.me. If you don’t have an ID.me account, you must create a new account. 2. Can I send my application by mail? No. We no longer accept applications by mail. You must access and complete the Acceptance Agent application through IRS e-Services. Additionally, you must upload any required documents through the CAA Documentation Upload Tool. 3. Who do I call if I have trouble with the electronic application? You should review the Acceptance Agent Application tutorial. To access the tutorial, after you log into e-Services, click the online tutorials tab at the top of the page. If you still have questions, you may email us at ITINProgramOffice@irs.gov. 4. How long will it take for my application to process? Applications may take up to 60 days to process. 5. How will I know if my application is approved or denied? You may monitor the status of your application on-line by signing into your E-Services account. Once your application is processed, it will show a status of Pending Agreement Signature. The Principal, Partner, or Owner of the Business will now be able to sign the agreement (review the Acceptance Agent Application tutorial for guidance). Once signed, the status will change to Pending Agreement Approval which means it is pending approval. When the IRS approves the agreement, the status will update to approved. 6. What if I need to update my application after I submit it? Please review the Acceptance Agent application tutorial. Specifically, refer to the section titled, Update an Existing Acceptance Agent Application. 7. How do I reply to notices related to my CAA application? Follow the instructions on the notice and reply within the specified time. All notice responses must be submitted through the CAA Documentation Upload Tool.
