Sec. 6-4.01. - Declaration of public nuisance.¶
Any driveway, ramp, pipe, culvert, or other obstruction which is so placed as to obstruct the free flow of stormwater in the public streets, drives, alleys, ditches, and other waterways of the City is hereby declared to be a public nuisance.

Sec. 6-4.02. - Abatement.¶
Upon observing evidence of a public nuisance as declared by Section 6-4.01 of this chapter, the Public Works Director is hereby authorized to notify the owner that a nuisance exists. In the event the owner takes no action to abate such nuisance and fails to obtain cancellation by the Council of the notification within 30 days thereafter, the Public Works Director is hereby authorized to have such obstruction removed at the expense of the City.

Sec. 6-4.03. - Placement of garden refuse.¶
No person shall deposit in the public right-of-way any garden refuse, including tree trimmings, shrub trimmings, grass clippings, and similar materials. Garden refuse shall be disposed of in accordance with Chapter 3 of Title 6.
