Yuba City Municipal Code Ch. 10 Recycling at Special Events

Sec. 6-10.01. - Recycling program required.

Any applicant seeking permission for the temporary or periodic use or occupancy of a publicly owned street, park, site, or other such public facility within the City of Yuba City for a civic, commercial, recreational, or social event which will have an attendance of 500 persons or more shall, at least ten business days before the event, provide a recycling program to the Parks and Recreation Director for the source separated collection of recyclable and nonrecyclable materials.

Sec. 6-10.02. - Recycling program contents.

Said recycling program shall include the provision of sufficient collection containers and staffing resources to transfer all collected materials to the appropriate recycling and solid waste collection bin(s) during and immediately following the event. At a minimum, the recycling program shall include the source separated collection and recycling of California Redemption Value beverage containers sold or otherwise distributed at the event and the collection and recycling of corrugated cardboard discarded by event vendors and other participants. The applicant shall also provide for adequate solid waste collection containers for the collection of solid waste from full containers to the solid waste collection bin(s) during and immediately following the event.

Sec. 6-10.03. - Exemptions.

The Parks and Recreation Director may exempt certain events from the recycling program requirements of this chapter if it is demonstrated that significant amounts of recyclable materials will not be generated at a particular event.

Sec. 6-10.04. - Deposit.

The applicant shall ensure the implementation of the recycling program and adequate solid waste collection by the deposit of $50, which shall be refunded upon presentation within ten business days after the event of a weight or cubic yardage receipt for the recyclables from the receiving waste hauler, service charity, recycling center, or other such entity verifying that the materials will not be disposed in a landfill.
