§ 12.24.010. Purpose of provisions.¶
The purpose of this chapter is to ensure that all city operated recreation, activity or outdoor athletic facilities are utilized in such a manner to best serve the citizens of the City and assure that facility use is granted in an equitable manner.

§ 12.24.020. Permit required.¶
No City operated recreation, activity or outdoor athletic facility may be used without a Facility Use Permit issued by the City as set forth in this chapter.

§ 12.24.030. Permit approval priority.¶
Facility Use Permits will be approved on the basis of priority as follows:
A. Group A. City of Yorba Linda sponsored programs and activities or cosponsored events, and school functions;
B. Group B. Nonprofit resident youth organizations and service groups which have no less than sixty percent of Yorba Linda residents as members; church uses on a temporary basis;
C. Group C. Nonresident groups, organizations and businesses and commercial functions. Any request by a Group C organization for a Facility Use Permit shall be considered on an individual basis in accordance with the merits of the request.

§ 12.24.040. Permit fee.¶
Fees for any Facility Use Permit for any City operated recreational activity or athletic facility shall be established by resolution of the City Council and paid to the City in accordance with this chapter.

§ 12.24.050. Permit terms and conditions.¶
A Facility Use Permit may be issued in accordance with the following and such further written policies and standards promulgated by the City Manager:
A. All applications for a Facility Use Permit shall be in writing in a form approved by the City Manager;
B. Facility Use Permits will be granted in accordance with the priority list set forth in Section 12.24.030 and any further priority set forth in the written policies and standards;
C. All applicants shall submit necessary certificates of proof of liability insurance with the application;
D. Any fees or deposits required for the Facility Use Permit shall be submitted prior to issuance of the Facility Use Permit unless such other time is designated in the written policies and standards;
E. Facility Use Permits will be issued to adults and adult representatives of youth groups only;
F. Prior to approval of a Facility Use Permit, Group B organizations may be required to submit a general membership listing or roster including the name and address of each resident member;
G. Facility Use Permits shall not be transferable;
H. The permittee listed on the Facility Use Permit as "person in charge" shall be responsible for the condition of the facility after the use of the facility. All other conditions listed on the Facility Use Permit shall apply;
I. The use of recreational activity or athletic facilities shall not be granted, permitted or offered to any individual, society, group or organization, which has as its objective, or as one of its objectives, the overthrow or advocacy of the overthrow of the present form of government of the United States or the State of California by force or violence or other unlawful means;
J. Hours of use of any recreation, activity or outdoor athletic facility shall be in accordance with the written policies and standards;
K. The issuance of the Facility Use Permit shall be governed by this chapter and any written rules and regulations promulgated hereunder.

§ 12.24.060. Permit approval procedure.¶
All Facility Use Permits must be approved by the Parks and Recreation Director or his or her designated representative in accordance with this chapter and any written rules and regulations. All such permits must be granted contingent upon the condition that rules, regulations and ordinances established by the city, or any other public entity having jurisdiction, will be observed.
