Sec. 32.15 - Creation.¶
There is created an Architectural and Site Review Board (ASRB) which shall be advisory to the Planning Director. The Board shall consist of five members, one of which shall be a licensed architect if one is available for appointment and another one of which shall be a licensed landscape architect if one is available for appointment. The Board's members shall be appointed by the Town Council. The Planning Director shall serve as the executive officer of the Board and shall be responsible for calling meetings of the Board, maintaining records, including minutes, referring applications, and transmitting, in writing, the reports and recommendations of the Board to the Planning Commission for action. The Board shall have the duties specified in Section 32.19.

Sec. 32.16 - Appointments.¶
(A) The members of the ASRB shall be appointed by the Council by a majority vote of the full membership thereof. Appointments to the offices, the terms of which expire in a given year, shall be made by the Council at the first regular meeting on or after February 1 in such year.
(B) All appointments, including those to fill vacancies, shall be made from nominations filed in writing, no later than 15 days prior to selection, with the Town Clerk by any citizen on his/her own behalf, or by another citizen, stating the qualifications and reasons for the appointment of the nominee. The Council may make additional nominations and shall review all statements of qualification before selection and appointment.
(C) The Town Clerk shall circulate the statements of the qualifications of the nominees to all members of the Council prior to such appointments to office.

Sec. 32.17 - Terms of office.¶
Each term of office of a member of the ASRB shall be for a period of four years and until the qualification of the successor to the member whose term expires.

Sec. 32.18 - Vacancies; removal from office.¶
Vacancies occurring in the membership of the ASRB shall be filled by appointment for the unexpired portion of the term of each such office. Any appointee to the ASRB may be removed from office by not less than five members of the Council voting in favor of such removal.

Sec. 32.19 - Duties.¶
The ASRB reviews residential applications for community character, site planning, building design, and landscape elements; reviews applications for non-residential development; and makes recommendations to the Planning Director or Planning Commission regarding approval or disapproval, and suggests modifications or imposes conditions in accordance with the evaluation criteria set forth in the Woodside Municipal Code (Title 15, Chapter 153, beginning at Section 153.220). The Code charges the ASRB with protecting the rural character and natural beauty of the Town. The ASRB ensures that projects are consistent with the General Plan and are in keeping with the Residential Design Guidelines.
