Sec. 30.01 - Regular meetings of Council.¶
(A) All regular meetings of the Council shall be held at Independence Hall in Woodside, California. Regular meetings of the Town Council shall be held on the second and fourth Tuesday of each month. All regular meetings shall commence at the hour of 7:00 p.m.
(B) After January 1, 2018, the general municipal elections of the Town shall be consolidated with the statewide election date in accordance with Elections Code §§ 1301, 10000 to 10735, and 14050 to 14057, as amended. The terms for the local elected officials that are scheduled to end in 2017 and 2019 are hereby extended by 12 months. As used in this section, "12 months" means the period between the day upon which the term of office would otherwise have commenced and the first Tuesday after the second Monday in the 12th month before or after that day, inclusive.

Sec. 30.02 - Election of members of the Town Council by-district.¶
(A) Districts established. Five Town Council districts are hereby established in the Town. The boundaries and identifying numbers of each district shall be as described and shown on the Council District Map attached as Exhibit A to the ordinance from which this Section is derived, and incorporated by reference.
(B) Election of members of the Town Council by-district.
(1) Following the effective date of the ordinance from which this Section is derived and upon the commencement of "by-district" elections in the order established by this Code, members of the Town Council shall be elected "by-district" as defined in the Cal. Gov't Code § 34871 or any successor statute. Any candidate for Town Council must have been a resident and elector of the district in which they seek election by the time they pull nomination papers for such office, or such person's appointment to fill a vacancy therein. No term of any member of the Town Council that commenced prior to the effective date of the ordinance from which this Section is derived shall be affected by the adoption of this Section. Should a vacancy occur in an office elected for a term scheduled to terminate after the November 2024 election prior to the scheduled end of that term, the Council may fill that vacancy for the remainder of that term pursuant to regular process of filling Council vacancies and, if by special election, that special election shall be "from district."
(2) Registered voters voting for a member of the Town Council shall be residents of the geographical area making up the district from which the member is to be elected.
(3) The terms of the office of each member elected to the Town Council shall remain four years.
(C) Commencement of district elections.
(1) Commencing on the General Municipal Election in 2022 and every four years thereafter the voters in districts 2 and 3, shall elect members of the Town Council by district for four year terms. At the General Municipal Election in 2024, and every four years thereafter, the voters in districts 1, 4, and 5, shall elect members of the Town Council by district for four year terms.
(2) The term of office of any Town Council Member who has been elected and whose term of office has not expired shall not be affected by any change in the boundaries of the district from which they were elected.

The former section pertained to residency of Council Members in districts of representation and derived from 1975 Code, § 2-1.04; Ord. 1978-281, effective July 13, 1978; and Ord. 1997-486, effective June 26, 1997.
Sec. 30.03 - Procedure for filling vacancies on the Town Council.¶
(A) Purpose. From time-to-time vacancies occur during the term of a Town Council Member that require the Town Council pursuant to Government Code § 36512(b) to fill the vacancy either by appointment or special election. There is no opportunity to both provisionally fill the vacancy by appointment and then hold a special election at a convenient general election date. Pursuant to Government Code § 36512(c) if the Town Council adopts an ordinance providing that all such vacancies during the term of a Council Member shall be filled by special election, then the said Code allows for an interim appointment pending the special election, and provides more flexibility in setting election dates.
(B) Filling a vacancy. When a vacancy occurs in the elective office of Town Council Member, during the term thereof, the vacancy shall be filled by special election.
(1) The special election shall be called within 60 days of the occurrence of the vacancy.
(2) The Town Council may appoint a person who is qualified to hold the office, and that person shall hold the office until the time of the special election.
(3) The special election shall be held on the date of the next regularly established election, or regularly established general municipal election to be held throughout the Town, not less than 114 days from the call of the special election.

Sec. 30.04 - Town Council compensation.¶
Each member of the Town Council shall be paid a salary in an amount equal to $950.00 per month during their term unless the member informs the Town Manager, in writing, that they elect to waive any or all of the salary.
