Woodland Municipal Code Ch. 2.20 Department Heads

The City Manager shall appoint department heads who shall serve at the pleasure of the City Manager. Each department head shall be directly responsible to the City Manager for the efficient and effective administration of his or her department. The City Manager may designate acting department heads when necessary to assume the continuity of the City's business, or he or she personally may act as the head of any department.

Department heads shall have the following powers and duties:

A. Those prescribed by law;

B. Those delegated to the position by the City Manager;

C. Those delegated to the Finance Director as follows:

1. The financial and accounting duties imposed upon the City Clerk by Government Code Sections 40802 through 40805 are transferred to the Finance Director pursuant to Section 40805.5.

2. Authority to determine when the City has surplus money in its treasury not required for immediate necessities, and may be invested pursuant to Government Code Section 53601, is delegated to the Finance Director.

3. All money belonging to the City, regardless of source, shall be considered under the control of the Finance Director and deposited pursuant to Government Code Section 53679.

D. This section shall not be construed as delegating to the Finance Director the authority to select a demand depository. This authority is retained by the City Council which shall from time to time select a demand depository for the City on the basis of competitive bidding.

Before entering upon the duties of his or her office, the Finance Director shall execute a bond conditioned upon faithful performance to the City, and payable in an amount not less than $100,000.00.
