§ 13.48.010. Underground placement of utilities—Required in subdivisions.¶
All utility distribution facilities (including, but not limited to, electric, communication and cable television lines), installed in and for the purpose of supplying service to any subdivision shall be placed underground, except as hereinafter otherwise provided.

§ 13.48.020. Exceptions.¶
The following shall be excepted from the provisions of this article:
A. Initial installations in subdivisions, the final maps for which shall have been approved prior to the effective date of this article.
B. Equipment appurtenant to underground facilities, such as surface mounted transformers, pedestal mounted terminal boxes and meter cabinets, and concealed ducts.
C. Electrical transmission lines rated at 60 kV capacity, or more.

§ 13.48.030. Responsibility of subdivider.¶
The subdivider or property owner, as the case may be, is responsible for complying with the requirements of this article and shall make the necessary arrangements with the utility companies involved for the installation of such facilities.

§ 13.48.040. Applications for exemption.¶
Where by reason of topographical, soil or other conditions, the installation of underground facilities as hereinabove required is unreasonable or impractical, the owner or subdivider may make application for exemption from the provisions of this article to the Board of Zoning Adjustment, and such application shall be subject to the procedures provided in connection with applications for variances under Title 17 Chapter 17.136.

§ 13.48.050. Penalty for violation of article.¶
Any person violating any provision of this article shall, upon conviction, be guilty of a misdemeanor and punished in accordance with Section 1.08.070 (General penalty—Continuing violations—Aiding or abetting).
