15.34.010 - Purpose.¶
The purpose of this chapter is to conserve the city's water for the greatest public benefit.

15.34.020 - Administration by building official.¶
The building official shall administer the provisions of this chapter, and shall receive, review and act upon all building permit applications involving the installation of plumbing fixtures in new construction.

15.34.030 - Water plumbing fixture standard.¶
The following plumbing and water fixtures shall apply to all new construction within the city:
A. Plumbing System Requirements.
All hot water systems will be of the circulating or two-pipe type with or without forced circulation provisions.
Thermal insulation shall be provided in all hot water piping runs not contained in or under concrete when linear measurement along run between the water heater and fixture exceeds three feet.
Hot water and cold water pipes within or under concrete slabs must be separated by a minimum of six inches. (Ord. 87-11 §2 (part)).
B. Toilets, Tank Type. Tank type toilets shall be of a design or equipped with a device that does not exceed six liters (1.6 gallons) per flush.
C. Toilets and Urinals, Flushometer Type. Flushometer type toilets and urinals shall be of a design that does not exceed six liters (1.6 gallons) per flush.
D. Shower Heads. Shower heads shall be of a design that limits the maximum flow to eight liters (two gallons) per minute.
E. Faucets and Faucet Aerators. All faucets in residential sinks and lavatories shall be equipped with faucet aerators and shall be of a design that limits the maximum flow to eight liters (two gallons) per minute. Water faucets for uses other than residential shall have aerators and limit the flow to a maximum of fifteen liters (four gallons) per minute and shall be equipped with automatic shutoff valves or be operated by foot button or pedal valves.
F. Automatic Dishwashers. All automatic dishwashers installed in residential dwellings shall be of a design that uses a maximum of fifty liters (thirteen gallons) per cycle. Dishwashers that have adjustable water use amounts per cycle and allow a greater water use per cycle to be implemented are not acceptable.

15.34.040 - Severability clause.¶
If any section, subsection, sentence, clause or phrase of this chapter is for any reason held to be unconstitutional or invalid, such decision shall not affect the remaining portions of this chapter. The city council declares that it would have passed the ordinance codified in this chapter and each section, subsection, sentence, clause, and phrase thereof irrespective of the fact that any one or more such provisions be declared unconstitutional or invalid.
