12.08.010 - Dedication of public streets and roads.

All the roads, highways, streets and alleyways within the city that have heretofore been the property of the public, or dedicated to public use, or that may hereafter be dedicated to public use, are declared to be public streets and roads of the city, and under the jurisdiction of the city council of said city.

12.08.020 - Dangerous obstructions prohibited.

No person shall place or cause to be placed or suffer to remain upon any street, sidewalk, alley or highway of said city, or upon any premises adjacent thereto, within the city, any obstruction, building or structure that is dangerous to the safety of pedestrians using the public streets or highways.

12.08.030 - Exemptions designated.

No person shall place or cause to be placed upon any street, alley or sidewalk within the corporate limits of the city, anything that will obstruct the free passage or use of said street, alley or sidewalk.

This chapter, however, is not to apply to goods, wares and merchandise in actual course of receipt, delivery or removal, but such merchandise must be moved at once and without interruption in point of time, nor to materials being actually used in the construction or repair of any building or structure; provided, however, that no such building materials, tools, machinery or working appliances shall be allowed to occupy more than one third of the street in front of the lot where such building or structure is being constructed or repaired.
