A. The words and phrases contained in this chapter when used in Chapters 10.04 through 10.48 and Chapters 10.68 and 10.76, shall for the purpose of Chapters 10.04 through 10.48 and Chapters 10.68 and 10.76 have the meanings respectively ascribed to them in this chapter.

B. Whenever any words or phrases used in Chapters 10.04 through 10.48 and Chapters 10.68 and 10.76 are not defined in this chapter, but are now defined in the Vehicle Code of the state, such definitions are incorporated in this chapter and apply to such words and phrases used herein as though set forth in this chapter in full.

"Alley" means any unnamed street less than twenty-five feet in width between property lines.

(Ord. 55-1 §2).

"Bus zone" means the space adjacent to a curb reserved for the exclusive use of buses during the loading or unloading of passengers or materials.

"Central traffic district" means all of Main Street from the south side of California Street to the north side of State Street, all of State Street from Main Street to the east side of Humboldt Street, all of Humboldt Street from State Street to the south side of East Valley Street, all of East Valley Street from Humboldt Street to Main Street, and including all streets and portions of streets within said described area, also all of West Commercial Street from Main Street to the west side of School Street.

"Holidays" includes the first day of January, the twelfth day of February, the twenty-second day of February, the thirtieth day of May, the fourth day of July, the first Monday in September, the ninth day of September, the twelfth day of October, the eleventh day of November, the twenty-fifth day of December, and Thanksgiving Day.

"Lane" means any street less than twenty-five feet in width between property lines, and specifically defined as a lane by any ordinance of the city.

"Loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

"Official Time Standard." Whenever certain hours are named in Chapters 10.04 through 10.48 and Chapters 10.68 and 10.76, they mean standard time or daylight saving time as may be in current use in this city.

"Official traffic-control devices" mean all signs, signals, markings and devices not inconsistent with Chapters 10.04 through 10.48 and Chapters 10.68 and 10.76 placed or erected by authority of a public body or official having jurisdiction for the purpose of regulating, warning or guiding traffic.

"Official traffic signals" mean any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and proceed and which is erected by authority of a public body or official having jurisdiction.

"Park" means to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials.

"Parking meter" means any mechanical device which, when the mechanism thereof is set in motion, indicates unexpired parking time for the vehicle parked adjacent thereto.

"Parking meter space" means a parking space of sufficient size to permit the parking of one vehicle only adjacent to a parking meter within a parking meter zone.

"Parking meter zones" mean portions of streets or city owned or leased land upon which the parking of vehicles is regulated with the aid of parking meters.

"Parking space" means an area available and of sufficient size to permit the parking of one vehicle only.

"Parkway" means that portion of a street other than a roadway or sidewalk.

"Passenger loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

"Pedestrian" means any person afoot.

"Person" means every natural person, firm, corporation, copartnership, or association.

"Police officer" means every officer of the police department of this city.

A. "Stop," when required, means complete cessation of movement.

B. "Stop" or "stand," when prohibited, means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device.

"Taxicab stand" means the space adjacent to a curb reserved for the exclusive use of taxicabs.

"Traffic" means pedestrians, ridden or herded animals, vehicles and other conveyances either singly or together while using any street for purposes of travel.
